3 Open access in Horizon 2020 (1/3)
Goal: optimise the impact of publicly-funded research and innovation Expected impacts of opening up scientific information Better science (build on previous results) More efficient science (avoid unnecessary duplication & promote re-use) Economic growth (accelerated and open innovation) Improved transparency (involving citizens & society) How? Regulation establishing Horizon 2020 "To increase the circulation and exploitation of knowledge, open access to scientific publications should be ensured. Furthermore, open access to research data resulting from publicly funded research under Horizon 2020 should be promoted, taking into account constraints pertaining to privacy, national security and intellectual property rights" Open access to scientific publications resulting from publicly funded research under Horizon 2020 shall be ensured [...]. Open access to research data resulting from publicly funded research under Horizon 2020 shall be promoted. [...]."

Open Research Data Pilot ( ) As of the Work Programme 2017: extended to cover all thematic areas of Horizon 2020 ('open by default') Projects may still opt-out at any stage (IPR, personal data protection, national security, other reasons) Mainly concerns data underlying publications (other data optional) Data Management Plan obligatory by Month 6 (and not part of project evaluation) Approach: 'As open as possible, as closed as necessary'

6 Beyond openness: FAIR data
Research data should not only be open, it should also be re-used by others Proper re-use entitles proper acknowledgement of original authors (attributions & licences) – not plagiarism

7 Scope of the action (1/3) a) Identifies area(s) of research where FAIR data is not yet common practice Identify what the different barriers are (e.g. technical, legal, behavioural) as well as how to overcome them, covering both publicly funded entities and business actors Provide support to make data FAIR, in particular to address the quality of data (e.g. certification), its interoperability and its reproducibility

8 Scope of the action (2/3) b) Identifies area(s) of research funded in H2020 where sufficient & high-quality research data is available Pathfinder case studies for innovative sharing and re-use of research data by publicly funded entities & business actors that demonstrate how data sharing and data re-use can generate an innovative product, service, or treatment Preference to research data generated with EU funding Financially support the generation of a prototype of such a product, device, service, or treatment If relevant: supports trans/cross-disciplinary re-use

9 Scope of the action (3/3) Broad coverage needed
Suggestion to have a large consortium (at least entities from 10 different Member States or Associated Countries) Smaller consortia also eligible and up for selection Communication and networking activities 'Standard' practice to increase impact EU contribution of the order of EUR 3 million This does not preclude submission and selection of proposals requesting other amounts

Show the usefulness of re-use Increase the visibility of the Commissions policy on research data Increase the visibility of some EU-funded research data Beneficial impact for science, the economy, society etc. Key Performance Indicators (KPI) Increase in FAIR data in those domains identified by the beneficiaries for action Contribution of the pathfinder case studies to innovative data sharing and re-use
