Presentation on theme: "Open access to publications and research data in Horizon 2020"— Presentation transcript:

1 Open access to publications and research data in Horizon 2020
José Cotta Head of Unit Digital Science Directorate-General for Communications Networks, Content & Technology (DG CONNECT) Horizon 2020 ICT/FET National Contact Points Training Brussels, October 2013

2 Why open access (OA)? Goal: to optimise the impact of publicly-funded research and innovation How? Open access to publications and research data resulting from EU-funded research Expected impacts of open access: Better science (build on previous results) More efficient science (avoid duplication & promote re-use) Economic growth (accelerated and open innovation) Improved transparency (involving citizens & society) Scientific Information package (Communication & Recommendation to MS), July 2012

3 Dissemination and exploitation of research results in H2020
Gold OA Publications Research results Data management plan Dissemination plan Green OA Decision to disseminate / share Resear ch And/or Depositing research data Access and use free of charge Restricted access and/or use Decision to exploit / protect Patenting (or other form of protection)

4 Open access to publications: from FP7 to Horizon 2020
Open access Pilot in FP7 'Best effort' to provide OA 7 areas Peer-reviewed publications Allowed embargos: 6/12 months Green and Gold OA supported Open access mandate in H2020 Obligation to provide OA to publications All areas Beneficiaries must aim to deposit the research data needed to validate the results presented in publications ('underlying'/'linked' data)

5 Data management in Horizon 2020
Introduction of Data Management Plans (DMPs): proposals will contain a brief DMP: What data will be collected / generated? What data will be shared / made open? How metadata will be generated? How will data be curated and preserved? Etc.

6 Open Research Data Pilot
Work in progress! Idea of a pilot on open research data announced in the Commission proposal for Horizon 2020 Principles in the Rules for Participation (July 2013): Grant agreement may lay down the terms and conditions on open access to data, in particular in ERC, FET, and in other appropriate areas Need to take into consideration legitimate interests of participants / constraints pertaining to data protection rules, security rules or intellectual property rights

7 Open Research Data Pilot
Objective: raise awareness about the value of research data, observe in a large cross-section of the Programme Projects participating in the Pilot make research data (and corresponding metadata) available on a voluntary basis, as specified in their data management plans Projects participating in the Pilot make the data (and corresponding metadata) needed to validate results in publications openly available (underlying / linked data)

8 Open Research Data Pilot
Scope : currently in preparation Two-step requirement: 1. deposit in a data respository 2. best-effort requirement to open up data Strong opt-out clause: "opt-out of openness" if need: - for confidentiality for commercial reasons - to protect data for privacy reasons - to restrict data for security reasons Incentives: - costs related to pilot are eligible for reimbursement - dedicated support services through eInfrastructures WP

9 Infrastructure support: OpenAIRE
Started as an infrastructure for the EC FP7 Open Access Pilot (covering 20% of FP7 funding) Harvests information of the whole FP7 publication output and generates relevant statistics (currently: publications; OA publications) Helpdesk & contact points in the EU Member States Repository for 'homeless' publications (Orphan repository) Is prepared to provide same support for H2020 including the Open Data Pilot (+ automatic data exchange with EC) Expected to become legal entity

10 In summary Open access and Digital science: means improving efficiency, quality and impact of publicly-funded research for society and innovation in Europe. Open access to publications: a general principle in H2020. Both Green and Gold open access models are promoted. Depositing underlying data is encouraged. Open access to data : a pilot in H2020 will analyse experiences. Open access policy is not a goal in itself, but an element in promoting digital science practices for future research, education and innovation The main objective is to optimise the impact of publicly-funded scientific research, both on the specific research issues and on the development of research methodologies and disciplines themselves
