1 Who does the reporting? Where do providers enter their data when reporting to the State? What data are providers required to collect? Will providers be responsible for reporting employment data? Since the annual report (ETA-9171) is due by October 1st, when are reports due from training providers?

2 What are PIRL records? Are providers responsible for completing the PIRL? Training providers must report the average and median wages for all students. If the goal is to minimize the reporting burden, why are both the average and the median wages needed by the Department? Aside from webinars, will there be any formal, in-person or virtual training provided on reporting and reporting requirements?

3 When will ETA align the reporting period for ETPs with the WIOA exiter cohort periods? Data Suppression Standards: If a training provider has minimal enrollees is there a way to exclude this from the outcomes? Re Element 138 (Cost per Participant Served: What do we report here? Is it the total ITA funds for all WIOA expenditures across the state, or by provider/program?

At the end of the program year, what data does this provider submit to the State? Therefore, providers may technically know when a student has exited before the 90 days have elapsed (they should still wait until 90 days has passed to lock in that date).

Sara is enrolled in the same program as Bob, for the same time periods, but she is not a WIOA participant. Latha is a WIOA participant who enrolled and started training in January Latha completed training in March 2019, but did not exit WIOA until May 2019. Juan is not a WIOA participant. He enrolled in the same training as Latha in January Juan also completed training in March 2019.

7 Training providers do not know how to define “exit” and the don’t always know when the LWIA exits a participant from WIOA. Providers do not have a method for tracking wages. Follow-up response rates are low. Threat of removing good schools from the ETPL due to loss of eligibility when unable to collect all categories of performance data (e.g., wages post-exit 2nd and 4th quarters)
