4 FY07 COMMON MEASURES CHANGES Average Earnings Measure For FY07, the Earnings Change measure is replaced by the Average Earnings measure for Adult programs: Labor Exchange, Trade, NEG, Title I Adults and Dislocated Workers. The new measure will be the average wage for exiters who have wages (through UI wage records) in both the 2nd and 3rd quarter after exit. Wages from 2 nd and 3 rd Quarters Post Exit Exiters in the Cohort Older Youth will continue to be subject to the Earnings Gain measure. Necessary Adjustments: Will be implemented by adjustments to the federal reports.

5 FY07 COMMON MEASURES CHANGES Certificate Definition For Title I Adults, Dislocated Workers and Older Youth who enroll on or after July 1, 2006, the new Certificate definition replaces the old Credential definition in the Employment & Credential core measure. Necessary Adjustments: Revise certificate/credential programs accordingly.

6 FY07 COMMON MEASURES CHANGES A certificate based on standards developed or endorsed by employers and awarded in recognition of an individual’s attainment of measurable technical or occupational skills necessary to gain employment or advance within an occupation. Occupational and technical training relate to a specific occupation or industry, whereas pre- employment or work readiness training are more general and do not relate to a specific occupation or industry. Certificates awarded by workforce investment boards or awarded in recognition of the attainment of only generic pre-employment or work readiness skills are not included in this definition. A certificate is awarded in recognition of an individual’s attainment of technical or occupational skills by: Certificate Definition (a)the Massachusetts Department of Education; (b)an institution of higher education described in Section 102 of the Higher Education Act (20 USC 1002) that is qualified to participate in the student financial assistance programs authorized by Title IV of that Act, including community colleges, proprietary schools, and all other institutions of higher education that are eligible to participate in Federal student financial aid programs; (c)a professional, industry, or employer organization or a product manufacturer or developer using a valid and reliable assessment of an individual’s knowledge, skills, and abilities; (d)a registered apprenticeship program recognized by the Massachusetts Department of Workforce Development, Division of Apprentice Training; (e)a public regulatory agency, upon an individual’s fulfillment of educational, work experience, or skill requirements that are legally necessary for an individual to use an occupational or professional title or to practice an occupation or profession, including state regulatory agencies listed in Section 8 of this policy; (f)a program that has been approved by the Massachusetts Office of Veterans’ Education to offer education and training to veterans and other eligible persons under provisions of the Montgomery GI Bill; (g)the U.S. Department of Labor, Office of Job Corps; or (h)an institution of higher education that is formally controlled, or has been formally sanctioned, or chartered, by the governing body of an Indian tribe or tribes.

7 FY07 COMMON MEASURES CHANGES Exclusionary Exits Along with the already established exclusionary exits of Institutionalized; Health/Family Medical Care; Deceased; Reservist Called to Active Duty; and Youth Relocated to a Mandated Program, an exclusion for Invalid SSN has been added. An invalid SSN will exclude a participant from all performance measures, not just employment related measures. Necessary Adjustments: This change will be implemented by adjustments to the federal reports.

8 FY07 COMMON MEASURES CHANGES Youth Literacy and Numeracy Gains Initial literacy and numeracy test scores must be collected for all youth participants enrolling on or after July 1, 2006. Results may be based on tests administered up to 6 months prior to participation or on tests administered within 60 days of participation date. Literacy and numeracy gain must be reported for all youth that are out-of-school and basic skills deficient. Necessary Adjustments : Collect literacy and numeracy tests scores for out-of-school, basic skills deficient youth that enroll in Title I on or after July 1, 2006.

9 FY07 COMMON MEASURES CHANGES Self Service Participants For Labor Exchange and Title I reporting, we will begin counting as self-service participants, those who receive only self-service or informational services whether through the virtual career center (i.e. MJQ) or at a physical career center. Title I self-service participants will be those who have been determined eligible but are not enrolled in Title I. Labor Exchange self-service participants will be counted in performance calculations, but Title I self-service participants will not be counted in performance calculations Necessary Adjustments: This change will be implemented by adjustments to the federal reports.

10 FY07 COMMON MEASURES CHANGES Program Exits Labor Exchange participants that are not currently enrolled in Title I and receive no service for 90 days will be reported as exiters. Title I participants will be reported as exiters according to the exit date entered by local staff on the Basic tab of MOSES. Local operators are responsible for assuring that participants that receive no service in 90 days are exited. To the extent possible, it is the responsibility of local staff to assure that a Title I program exit is not entered for anyone currently receiving Labor Exchange services. This will assure that the participant enters the exit cohort for both programs on a common exit date. Necessary Adjustments: Labor Exchange exiters will be implemented by adjustments to the federal reports. Career Center staff must implement the 90 Day No Service Exit policy for Title I as well as the idea of common exit across programs.
