1. Carrying out a HSE competence assessment in SAPphire: Guidance for Assessors
This guidance has been prepared to assist assessors to use SAPpHiRe to carry out assessment of the HSE Competence Elements in the competence profile of staff, whose supervisors have requested assistance from an authorised assessor.
It should be used in conjunction with the following further guidance, which provides more detail on the assessment process:

When the supervisor of staff, holding a HSE Critical Position, requests your help in reviewing the self assessment of one of their staff, they will send it to you for review and comment.
This intimation need to be vide an external . However you can also check if you have any assessments for your review by following the steps in the next slides

From the ESS main page, navigate to the ‘Other Activities” menu 2
Click the service ‘Edit Competence - Assessor”

6. Note the message on the time out and click the ‘Continue” button

All the assessments that needs to be reviewed as assessor is displayed. Click the link to open the assessment

The assessment document opens for Edit
Notice the column for the Assessor to inputs his / her remarks
Scroll down. The HSE competencies should be towards the end
To view all the competencies and competence levels required for this position, print off a hard copy (see next slide)

IT IS STRONGLY RECOMMENDED THAT YOU PRINT OFF A COPY OF THE SELF ASSESSMENT AND THEN ARRANGE TO MEET WITH THE POSITION HOLDER AND DISCUSS THE SELF ASSESSMENT BEFORE ENTERING ANY INPUT INTO SAPpHiRe (REFER TO THE GUIDANCE SLIDE-PACK ON CARRYING OUT AN ASSESSMENT MENTIONED IN SLIDE 1)
To print off & review the self assessment in hard copy click on the print button

The document is opened in pdf format. It has a summary page, which gives an overview and the further pages provide the details such as the job requirement, assessment, and any gap

To view any documents attached by the candidate as part of their evidence, open them by clicking this button. The number in brackets indicate that there is an attached document

The HSE competencies can be identified as those with:
Title in upper case
The description start with “HSE CRITICAL”
To view the ‘Proof points” you can copy and paste the link to your browser like shown
Assessors can only view this but cannot change. In case they feel it has to be changed then they need to put that in the remarks box
Assessors should enter their remarks and recommendations here AFTER discussing with the position holder

You can save an assessment by clicking the “Save” button and also exit the assessment by click the “Exit” button
Save and Exit will allow you to come back to this assessment to complete the assessment at a latter time.

14. Click the service ‘Edit Competence Assessment”

To return to your assessment after exiting, from the ESS main page, navigate to the ‘Other Activities” menu 1 2
Click the service ‘Edit Competence Assessment”

15. Note the message on the time out and click the ‘Continue” button

All the assessments that needs to be reviewed as assessor is displayed. Click the link to open the assessment

16. The documents is open for further update.

17. Review of Assessment by Assessor
Once you have completed your assessment, click the ‘Send Assessment” button. This will send the assessment to the line supervisor for final review & completion
