1 AIM Program of Record Roadmap for Migration and Sunset
August 2018 This brief overviews the roadmap for the migration and sunset of the Authoring Instructional Materials (AIM) Program of Record. Collaboration space, Alexandria, VA

2 Background April 2017 MPT&E Transformation CONOPS was signed by CNP VADM Robert P. Burke Transformation streamlines our processes and adopts a single integrated IT architecture to produce the personnel readiness required to meet the Navy’s future warfighting needs MPTE Transformation is built along four lines of effort to develop a modern and integrated end state design Overhaul Processes Modernize IT Systems Develop a single Source of Data Truth Create world class Sailor self-service AIM is a government off the shelf (GOTS) software system used by 1,500 Users and +46 Commands (LC’s and other agencies) to develop, update, manage, and integrate training content. (NAVSEA 07TR ) Adherence to MPT&E Transformation, migration of AIM legacy functionality to a COTS solution will benefit the Navy Currently AIM is comprised of 4 distinct modules (AIM I, AIM II, LOM, CPM) with no clear data migration paths between modules AIM I, AIM II, and LOM are hosted in a unsustainable CITRIX environment Lack of integration with other systems leads to undo burden of manual inputs and process CPM / LO Module is currently the only system that integrates work (OPNAV D) and is the key to the Rating Commonality Matrix (OPNAV 127) Both of the COTS solutions being tested SharePoint and MS Dynamics maybe replacements. Currently lack the ability to replace >60% of the functionality required. But we are working with NETC N6 to mitigate some of these issues, that’s why we developed a two-prong approach to move forward. NETC is piloting COTS solutions that may replace the functionality of CPM

4 AIM Transformation Strategy
Microsoft Dynamics templates will be configured for course control documents with accompanying work and approval flows. Relational databases will be integrated to increase traceability and reduce form input time. SharePoint Learning Content Repository (LCR) will store the master versions of each course, including current AIM data from I, II, LOM, & CPM. The plan is to migrate the existing AIM system to Microsoft tools including SharePoint and Dynamics. This system increases searchability, creates back-end relational databases, and creates more powerful metrics that can all be configured to NETC’s needs. The future state will support a structure where systems are integrated to increase traceability, reduce workload for content managers, and increase evaluation metrics. In the future learning stack, course control documentation and workflows can be created and tracked in Dynamics, final/master versions can be uploaded to SharePoint as a Learning Content Repository (LCR), and the LMS can use these final master versions to ensure consistent products across NETC. Learning Management System (LMS) will use the master versions of courseware from the LCR to ensure consistency across NETC. Integration with other systems will improve metrics and real-time data.

One of the systems identified to migrate and sunset is NETC’s Authoring Instructional Materials (AIM) system, including AIM I, AIM II, CPM, and LOM (unclassified and classified). This occurs in phases over the next few years, with sunset of AIM I & II and LOM (unclassified) targeted for FY19, sunset of AIM I & II classified by FY20, and sunset of CPM by FY21. Concurrent initiatives aid in this transition with the primary functions of LOM moving to CPM as well as the primary functions of both LOM and CPM being developed in a Microsoft template and workflow builder called Dynamics. In the meanwhile, all AIM data will gradually migrate over to iNavy SharePoint. N74 will take the lead on determining business processes and governance for SharePoint with N6 taking the lead on the migration of the data, with close coordination with N7 and the Learning Centers. AIM I and II on the unclassified side have a targeted sunset date of FY19. AIM I and II migrate to SharePoint: Shut down of their CITRIX environment

AIM LOM and CPM Migration/Sunset FY18 FY19 Q1 Q2 Q3 Q4 N7 is working on developing the four major functions of LOM into CPM – these include the development of Instructor Guides, the development of Trainee Guides, SCORM wrapping, and development of the Resource Requirement List. The existing data on LOM is targeted to migrate over to iNavy SharePoint in FY19, effectively sunsetting all CITRIX-based AIM by the end of FY19. 9 FY18-19 MS Dynamics Stand-Up
Q1 Q2 Q3 Q4 During the next two quarters, the focus will be on preparing prototypes and templates in Dynamics. Acquisition of software and resources will follow to allow a team to build and configure templates and workflows for NETC’s unique needs. The implementation of relational databases will be the key to reducing the initial work and re-work associated with completing course control documents, one of the key capabilities of Dynamics templates. FY18 Q3 FY18 Q4 FY19 Q1 Incorporate feedback on prototype Prepare iNavy SharePoint site Determine business rules/governance Send guidelines to LC/LSs LC/LSs identify what to migrate Begin the migration! After feedback is incorporated, the iNavy site will be prepared for full migration. Meanwhile, NETC N7 will be working on business rules and governance for the new site in Q3 and Q4. The LCs and LSs will be contacted to start the process of identifying which courses in AIM I and AIM II should migrate to the new LCR.
