The Prologue :
Many Schemes have been implementing for up-liftment of the rural poor in our country.
Nearly one lakh sixty thousands rupees have been spent so far on MGNREGS.
Estimate is crucial for any scheme for funds allocation.
Every state has its own estimation module and TS & AS according system. Within the states, different departments have adopted different standards and modes.
Use of Technology for achievement of accuracy, correctness, speed, total transparency etc., is absolutely necessary.
So, having a software ensuring uniformity, accountability and Transparency is entirely indispensable.

The Genesis :
In 2015, MoRD, while attending a VC, Came to know of PRICE-a software developed by NIC and PWD Kerala and enquire whether this software can be extended for MGNREGS. A team from NIC Kerala and Selected NREGA Engineers had series of discussions and submitted a proposal to adopt a Software based Estimation with a work flow and the Government of Kerala approved on 25th of August, 2015 as SECURE.

The Development:
Based on the inputs from Kerala, a presentation has been given to High power committee of MoRD during June2017 and the MoRD is decided to replicate the SECURE software throughout the country for creating Estimates of MGNREGS works using common platform. Subsequently, a national level workshop was organized on 23rd & 24th August,2017, Kerala and as per feedback form the participants of 21states, it was decided that SECURE will be implemented across the nation and it is to be customized with State specific Workflow and Rates.

Features / Modules:
a) Source : The works for which estimates have to be prepared are received form the Mahatma Gandhi NREGA MIS through web services to the Block / GP – Engineers Login after the approval of Labour Budget.
b) Estimate Creation: Estimates are prepared online by the Block / GP Engineer for each work, received from NREGA Soft MIS, based on state specific SoR & DATA. The detailed estimate, drawings, sketch, Data/Rate analysis, Photos of the worksite are forwarded to the concerned officials for according TS & AS as per the state specific rules ( Work Flow).

c) Observed DATA : While Preparing estimates, in case it is found that certain material rate or Some specification are not available in the Standard Data, then the user can create their own spec. by selecting the ‘create observed data’ option in their application.
d) Recalculation : Whenever the SoR / Local Market Rate Changes, the estimates that are already prepared and in the process of approval, will have to be recalculated before getting AS/TS. If done manually, it is time consuming. SECURE simplifies this with a single click.
