1 Overview on National Quality Reports NQR for EHIS wave 2
Agenda point 2.2 Paul Camenzind ESTAT Unit F-4 13-14 October 2016 2nd meeting of EHIS Task Force

2 2nd meeting of EHIS Task Force
EHIS-W2 NQR: Overview Excursus: Changes in structure of NQR (ESS MH version 1.0 to version 2.0) Work progress: Completeness of MS NQR Completeness for 'important' concepts in NQR Special remarks from MS in NQR Conclusions and how to go on? 13-14 October 2016 2nd meeting of EHIS Task Force

3 1. NQR-structure/ESS-MH: Versions 1.0 & 2.0
Structured information for EHIS wave 3

4 2nd meeting of EHIS Task Force
2. Completeness of MS NQR On 10th October 2016, from 28 MS were: 21 NQR "almost" complete 3 NQR "half" complete 4 NQR not filled in yet ing from Eurostat F4 to MS: -> finalise NQR until End of October 2016 13-14 October 2016 2nd meeting of EHIS Task Force

5 3. Completeness for 'important' concepts in NQR

6 3. Completeness for 'important' concepts in NQR
Survey population: Territorial coverage √ Over-coverage / under-coverage ? Population groups excluded √ Non-target population √ Sampling design: Sampling units √ # households / # individuals per unit √ Sampling design √ Over-sampled populations √ Methods to determine sample size √

7 3. Completeness for 'important' concepts in NQR
Participation & non-participation: Total of sample cases √ In-eligible sample cases √ Eligible sample cases √ Non-response cases √ Response cases √ Structure of target, sample, response & non-response population Target population √ Sample population ? √ Response population √ Non-response population ?

8 3. Completeness for 'important' concepts in NQR

9 3. Completeness for 'important' concepts in NQR
Development of questionnaire: Language of questionnaire √ Use of ESTAT translation protocol √ Pretest of modules done √ Pilot field tests carried out √ Design of questionnaire Order of modules followed √ Modification for EHIS variables √ 'National standard drink' (alcohol) ? √ Problematic questions √ Problems in core social variables √

10 3. Completeness for 'important' concepts in NQR

11 3. Completeness for 'important' concepts in NQR
Proxy interviews: Yes/no, reasons, what part, %-age √ Unit non-response error Total non-response rate √ Methods for reducing non-response √ Available info on non-response cases √ Bias risk due to non-response ? √ Subsitution: yes/no, method, %-age √ Item non-response error Item non-resp. in health variables √ Total item non-response error ? √ Variables: item non-resp. > 90% ? √

12 4. Special remarks from MS in NQR
'QR is too long & too complicated' 'ESS MH is technically very unfriendly' Costs of survey from 80'000 to over 3 mio. Euros 'Costs of survey prohibited for publication' Problematic questions: income, mental health, pain questions, physical activity, alcohol, smoking, … 'Underrepresented are the poorest, the sickest, the illiterate, homeless, …' 13-14 October 2016 2nd meeting of EHIS Task Force

13 5. Conclusions and how to go on?
Overall 'good' completeness of MS NQR wave 2 Only few problematic questions: e.g. over-/under- coverage, structure of non-response population, bias risk, costs of survey, … End of October 24 NQR & End of December NQR complete; plus NO & IS Start of more qualitative assessment of NQR and microdata files by contractor and F4 from November on 1st half of 2017: more info from MS might be needed End of 2017: European HIS Quality Report is ready 13-14 October 2016 2nd meeting of EHIS Task Force
