Working With LM Canada – Technical Elements

Introduction Lockheed Martin Canada (LM Canada) often has the opportunity to engage with Small and Medium Businesses (SMBs) as part of its solution development to the large defence procurements it pursues. This package will provide an overview of what technical teams within SMBs can expect to receive from LM Canada and what LM Canada requires in return if an SMB is to participate in these programs. Topics covered include: Technical documentation from LM Canada Overview of the LM Canada project lifecycle Description of technical project milestones Where suppliers may be expected to participate © 2016 LOCKHEED MARTIN CANADA

Supplier RFP Release After the release of an RFP from LM Canada’s customer. LM Canada will issue flow-down RFPs to potential subcontractors. From a technical perspective, these typically include: Documentation Statement of Work (SOW) Performance specification Requirements compliance matrix Supplier Support Activities Interaction with LM Canada technical organization with respect to capabilities and interface with proposed subsystem. Compilation of technical data/information to support the generation of the technical elements of LM Canada’s proposal. Assist LM Canada systems engineering team with potential design trade-offs. © 2016 LOCKHEED MARTIN CANADA

Qualification and Program/Subsystem Acceptance - OTS Subsystem
Installed Acceptance Tests Tests demonstrating all installed systems perform to specified system requirements once deployed (HAT and SAT in the case of Naval systems). Installation and Set-to-Work (STW) Tests of the installed subsystem that ensures it meets functional and performance requirements. Factory Acceptance Test (FAT) Prior to shipping, demonstrate specified system performance requirements met. Physical and Functional Configuration Audits (PCA/FCA) Verify actual performance complies with requirements. First Article Acceptance Test (FAAT) Demonstrate specified system performance requirements met. Product Baseline Review (PBR) Confirm state of data and configuration of products going forward into production. Subcontract Award Suppliers are required to demonstrate how their subsystem meets SOW and SSS requirements.

Preliminary Design Review (PDR) Ensure the proposed design satisfies system requirements & implements system design architecture. Technical Kick-Off Meeting (TKO) Subcontract Award Suppliers are required to demonstrate how their subsystem meets SOW and SSS requirements.

System Requirements Review (SRR)
The SRR examines the functional requirements and performance requirements defined for the system and the preliminary program or project plan and ensures that the requirements and the selected concept will satisfy the mission. Supplier Support Activities Support LM Canada as SME on supplied subsystem for requirements clarification activities Subsystem level – support requirement varies depending on subsystem complexity © 2016 LOCKHEED MARTIN CANADA

Preliminary Design Review (PDR)
The PDR demonstrates that the preliminary design meets all system requirements with acceptable risk and within the cost and schedule constraints and establishes the basis for proceeding with detailed design. It will show that interfaces have been identified, and verification methods have been described. Supplier Support Activities Typically an all-day or multi-day event for the prime (LM Canada) with the customer May be asked to support a separate dedicated subsystem PDR for their equipment. Critical Design Review (CDR)
The CDR demonstrates that the design is appropriate to support proceeding with full-scale fabrication, assembly, integration, and test. CDR determines that the technical effort is on track to complete the system development and mission operations, meeting mission performance requirements within the identified cost and schedule constraints. Supplier Support Activities Typically an all-day or multi-day event for the prime (LM Canada) with the customer May be asked to support a separate dedicated subsystem CDR for their equipment. Acceptance Tests (FAAT/FAT)
First Article Acceptance Testing (FAAT) is testing and evaluating the first article for conformance to the overall design requirements. The Factory Acceptance Test (FAT) is testing and evaluating the system to specified contract requirements to ensure re-production of the overall system is feasible and compliant to the design. Supplier Support Activities Performed at the manufacturer’s site prior to shipping; Test procedures typically approved by LM Canada and in some instances the customer prior to test; LM Canada typically requires 30 days notice prior to start of each unit test; LM Canada and in some instances the customer will witness the Acceptance Tests; FAAT is performed on first unit only and demonstrates compliance to all requirements not tested at FAT and at installed acceptance tests. © 2016 LOCKHEED MARTIN CANADA

Installed Acceptance Tests
Installed Acceptance Tests for example, Harbour Acceptance Test (HAT) and Sea Acceptance Test (SAT) is testing and evaluating that demonstrates the installed systems perform to specified system requirements once on the ship and then deployed at sea. Supplier Support Activities Performed at the shipyard and at sea; Test procedures typically approved by LM Canada prior to test; Up to two (2) weeks of on-site support typically required for each series of tests depending on the complexity of the subsystem and the platform (aircraft testing typically takes more time) © 2016 LOCKHEED MARTIN CANADA

Integration & System Acceptance Support
Typically a call-up or contracted support to overall system integrations tasks. In Service Support (ISS)
Activities to provide in service support (ISS) to the delivered subsystem including plans for managing subsystem/component obsolescence. Supplier Support Activities Contractual model may be of two primary types: Traditional ISS spare purchase/support Performance-based spares and services support These activities may also be contracted independently from the primary purchase contract. © 2016 LOCKHEED MARTIN CANADA
