You are one of the diplomats who have come to Vienna to celebrate the victory over Napoleon and his armies. You are anxious to meet with the other representatives of the European nations and discuss how to divide Napoleon’s empire and establish a balance of power that will create peace in Europe.

6 Questions to Answer What should be the predominant form of government in Europe after the Congress? What should happen to the previous monarchs who lost power due to France’s conquests and revolution? What should be done regarding the balance of power in Europe? (France became the most powerful and conquered much of Europe, how are you (the Congress) going to handle this situation?
