7 STEPS TAKEN TO ENRICH THE SCHEME
On line App namely E-Punjab login has been implemented in the State for daily monitoring of Mid-Day-Meal served, number of meals served, rice or wheat served in meals Out of Cook-cum-helpers 39,318 has been imparted training for preparing hygenic meals. Mid day meal stamp has been affixed on the gunny bags of foodgrains to be supplied by the FCI to the schools Storage bins have been provided in all schools out of sale proceeds of bardana. Kitchen gardens has been set-up in 277 schools and 119 kitchen garden is in progress.

8 SCHOOL HEALTH PROGRAMME
i). Under RBSK programme, State Nodal officers, District Nodal officers and School Nodal officers have been appointed. ii). Advance Tour programmes of health department have been uploaded on the website. SMS to the students, parents are being sent in advance so that the students can avail the medical facility provided by the teams of health department. iii). Free spectacles to students have been provided up to 31st March, 2018.

9 ISSUE AREAS ENHANCEMENT OF HONORARIUM TO COOK-CUM-HELPERS AND DEMAND FOR ELEVEN MONTHS HONORARIUM FOR COOK-CUM-HELPERS. PRESENT HONORARIUM Rs.1700/- per month (for 10 months in a year) 1) Honorarium for Cook-cum-helpers needs to be enhanced, because present honorarium is too meager. The state is already contributing addiotnal Rs.700/- per cook per month in excess of its own mandatory State share of Rs.400/- per cook per month. PROPOSED HONORARIUM: Honorarium to Cook-cum-helper should be minimum Rs.2500/- per month per cook . Honorarium should be for 11 months because mid day meal is served to students for eleven month in a year except month of June being summer vacations. Morever cook-cum-helpers unions are aslo demanding of honararium for 11 months.

10 ISSUE AREAS Reasons:- ENHANCEMENT OF MME.
At Present MME is 1.8%of the Centre share. It needs to be enhanced from 1.8% to 4% minimum. Reasons:- Due to the revised funding pattern the MME share has been reduced by 15% as non-sharing of the State Govt. 2) It is difficult to provide even salaries to the Staff deployed in MDM. The present salaries for the year is Rs crores whereas the total funds available in MME is Rs crores. 3) Due to shortage of funds school level expenditure such as providing soaps, Publicity of the Scheme, Social Audit, external evaluation is not feasible.

11 Total Funds Required = 5623 X 20000 = 1124.60 Lacs
ISSUE AREAS REPAIR & MAINTENANCE FUNDS FOR KITCHEN CUM STORES. During FY and GOI had allotted Kitchen cum stores for 4571 and 1052 Schools. Since the Kitchen cum stores has completed more than 10 years, so Repair & Maintenance of these kitchen cum stores is per kitchen cum store for the total 5623 kitchen cum stores. Total Funds Required = 5623 X = Lacs

12 ISSUE AREAS UNIFORMS FOR COOK-CUM-HELPERS
At part of the uniform, Salwar, Kameez and dupatta, an apron and headgear shall be provided under uniform. Hence, two uniforms are to be provided to 49,449 Cook-cum-helpers. Detail of uniform cost is as under:- Salwar, Kameez and dupatta Rs. 350/- Apron and headgear Rs. 100/- 450X2=900X49,449= 44,504,100 The present MME is insufficient to provide funds for uniforms to Cook-cum-helpers. Hence, it is proposed that funds of Rs lakh may be sanctioned.

13 ISSUE AREAS BYO-BURN Technology in Mid Day Meal
Environmently friendly fuel i.e Byo Burn Technology kitchen devices are required to be provided in school kitchens.The Bio fuel briquettes mass are used in Bio-gas kitchen devices and the same shall be supplied to school door steps by the firm as per requirement of school.Byo gas kitchen devices are manufactured by a local firm. The required kitchen devices can be provided according to no of meals to be cooked in a school.

14 ISSUE AREAS BYO-BURN Technology in Mid Day Meal
The performance of Energy saving devices were tested for one week in Governement primary school, Kambali, District SAS Nagar and as per report more then 45% saving was noticed as compared with kitchen devices using LPG.For providing Energy saving devices in all schools a sum of Rs crore is required. Keeping in view of the above sum of Rs crore may kindly be sanctioned for providing Bio Energy saving devices in the schools.
