2 Climate Risk Assessment and Its Policy Mainstreaming
Formulation of problems and identification of vulnerable sectors to climate change Climate science bases analysis Analysis of hazard due to CC Analysis of vulnerability of sectors due to CC impacts Analysis and evaluation of climate risks for sectors Data collection may conducted during this problem formulation step, focusing on any hazards or disasters related to climate variability. In principle, analysis of sciences basis include: (1) Baseline climate analysis based on historical data, (2) Future climate projection, and (3) Analysis of extreme events. This analysis should be carried out by the experts and or scientist such as ITB (Bandung Technology Institute). PMI was combining aspects of climate change with VCA and PRA in community based programs through the following steps: (1) Collecting secondary data about the impact and risk of climate change, (2) Develop VCA-PRA tools related to CCA aspects, (3) Analyze VCA-PRA result, including a recheck of data or input received and other sources of information (triangulation), (4) Facilitate participative planning at the community level, involving the government and other stakeholders. Adaptation strategies that identified during community planning will be formulated per sectors. Multi-risk assessment may needed to carry out in order to help in determine adaptation prioritization. Integrate process into local development plan should consider following components such as: Characteristic of adaptation: reactive or anticipative; Time for implementation (short, medium, long); Department/Agencies/Institutions which concerned on CC, either primary or not; Source of funding that can be accessed; Planning documents that can insert adaptation activities such as spatial planning, etc. Formulation of adaptation strategies for sectors Multi risk assessment and adaptation prioritization Mainstreaming adaptation strategies into development policies

3 PMI’s Strategies on Implementing CCA
Integrate CCA into disaster risk management and community based programs Develop CCA tools, approach and strategy Advocacy, awareness and orientation Promotion of CCA through disaster preparedness and healthy life behavior Stage 1 Internal advocacy within PMI in each levels; External advocacy to the government, community and stakeholders; Awareness and orientation of CCA for PMI management, staffs and volunteers; Development partnerships and networks with agencies involved in CCA such as Ministry of Environment, Indonesian Forum for the Environment (WALHI), Meteorology, Climatology and Geophysics Agency (BMKG), Indonesian Institute of Science (LIPI), Center for International Forestry Research (CIFOR), Pelangi Foundation, WWF and others; Consolidate of commitment to conduct strategic and comprehensive CCA measures. Stage 2 Combine aspects of CCA with VCA-PRA in community based programs; Study data and information on CC in Indonesia and the rest of the world (impact studies); Select new activities and areas for development of CCA as part of risk reduction campaigns. Stage 3 Integrate CCA into PMI’s strategic planning and work programs; Integrate CCA into community based programs conducted by PMI; Integrate CCA into training curriculum of disaster management, disaster preparedness and risk reduction; Integrate CCA into public awareness, orientation campaign, DP/DR publications and promotions as well as counseling activities and health services. Stage 4 Conduct strategies and CCA approaches through community based programs; Apply CCA content in education curriculum and trainings materials; Join CCA communication forums and networks at National and International level; Use tool and media promotions to raise awareness on CCA; Conduct efforts for DP, DR, social and health services; Use youth centers and PMI’s command posts as centers of information and or hotline services about CC and adaptive measures.
