1 POWER FOR WATER: Meeting Infrastructure Needs
Christina Wyatt Manager of Power Supply & System Planning Big Bend Electric Cooperative

2 Topics Short history of power and water in the Columbia Basin Project
Electrical planning and design Reserve Power

3 How is electricity produced in the Northwest?
Dams on the Columbia & Snake Rivers Federally owned Utility owned Privately owned Nuclear Wind and solar Some natural gas & coal

4 How does electricty get to my home and farm?
High voltage transmission lines Distribuition substations Distribution lines The same infrastructure is needed for all the Columbia Basin Project needs.

5 Columbia Basin Project
Pumping Plants Canal gates Office and Maintenance Buildings Scattered all throughout the Project area.

6 Bureau of Reclamation Grand Coulee dam – John W
Bureau of Reclamation Grand Coulee dam – John W. Keys III Pump-Generating Plant These are the pipes that move water from above Grand Coulee Dam to a canal which flows into Banks Lake providing irrigation water for the Columbia Basin Project.

7 Odessa Groundwater Replacement Project – Proposed Pumping Plants – 2015
Adams County What is the horsepower size of the plant? How far is the plant from a substation? Are the electric facilities large enough?

8 What’s required to analyze a system?
Adequate Power Supply Location of Substations Capability of equipment Are the transmission lines big enough? Is the substation large enough? Is it close enough? Are the distribution poles & lines big enough?

9 Possible Requirements to support a Large Pumping Plant
Transmission – New or Upgrades Substation – New or Upgrades Coordination with Bonneville Power Administration, the State and County is necessary.

10 Possible Requirements to support a Smaller Pumping Plant
Distribution – Upgrades needed? Lines reconfigured? New equipment installed? Work can be completed by the utility with possible use of consultants and construction contractors.

11 Are all the upgrades necessary?
Landowner Systems – Deep-well horsepower removed? Booster horsepower added? Locations? Gravity or pressurized system? On the same distribution lines? It just depends – the size and location matter!

12 Other areas requiring coordination
Load Forecasting How much? Which substation? This work is in progress with Bonneville Power Administration.

13 Other areas requiring coordination
Power Contracts – Reserve Power Amend existing 1968 contract? Create new? Separate contracts? Some other option? This work is in progress with Bonneville Power Administration and the Bureau of Reclamation.

14 Grand Coulee Dam Water for irrigation and power to move that water
