2 DEFINITION OF “OPEN ACCESS” IN THE ELECTRICITY ACT, 2003 (Section 2(47) of Electricity Act 2003)
“Open Access” means the non-discriminatory provision for the use of transmission lines or distribution system or associated facilities with such lines or system by any licensee, or consumer, or a person engaged in generation in accordance with the regulations specified by the Appropriate Commission”. Generation already connected to the grid and harnessing margins available in transmission capacity for its optimal utilisation – Short Term Open Access

Invitation of Bids from the concerned applicant period of congestion RTS/IR corridor expected to get over stressed Only Registered Users User ID & Password Electronic submission Bid Closing time as specified Single Price Bid No Modification/withdrawal once submitted Bid Price – In addition to Open Access Transmission charges - Multiples of Rs. 10/ MWh . ( Min. Rs. 10/MWh) Mandatory - Non-participation (Deemed to withdrawl of Application) Acceptance - Decreasing order of Price Quoted Applicant getting approval=request  Charges as paid by last applicant getting approval for full quantum of request Applicant getting approval < request  Charges as quoted Equal Price Bids – Pro-rata of balance margin

7 Brief of E-bidding Experience for this Year
NRLDC successfully conducted the e-bidding 13 times for allocation of transmission corridor (NR import and Punjab Import) for the month of June-17 to Sept-17 using NIC e-procurement Portal. All traders/applicants were asked to confirm their registration on NIC e-P-Portal Instructions for online Bid submission, Terms and Conditions and Bidding template were digitally signed and uploaded by NRLDC. Window time for biddings was by minimum 5 days by default. The system generated automatic alert to the selected applicants and authorized persons of NRLDC. Digitally signed congestion message and BOQ were downloaded by applicants. And then applicants placed upload their bids. Bids were opened online by NRLDC after 5 days and which was also viewed online by the applicants. Approvals were uploaded after evaluation and calculation as per the Regulation.

11 Specific requirement for STOA e-bidding through CPPP :
Need for Shorter Bidding Window: Present Provision - minimum 5 days NRLDC to process the STOA application in time bound manner as per CERC Regulation Congestion in Multiple corridor – requires multiple bidding sessions Required provision : Maximum 3 Hours ( earlier this provision was available in CPP portal) Procedure for processing bids on NIC portal shall be simple. Template Customization as per STOA e-bidding requirement BOQ file could be designed as per user requirement and can be uploaded in NIC portal where bidder shall quote the rate Step wise instruction may be available on web site with flow chart An Example of procedure for complete process of bidding shall be available.
