Jefferson opposed war instead he used The Embargo Act of 1807, which halted all trade with Europe.
Embargo is a government ban on trade with other countries.
The Embargo ended up hurting American business more than England.

Congressmen who favored war with Britain.
They wanted the British out of Canada to take over land.
When Madison became President, they began to pressure him to declare war.
