5 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
Every eligible CDBG-funded activity MUST meet ONE of the following national objectives: Benefit low- to moderate-income persons either individually or area-wide, or activities that benefit special populations; Aid in the prevention or elimination of slums and blight; or Meet an urgent need. LOW MOD AREA BENEFIT (LMA) An activity that benefits all residents in a particular area, where at least 51 percent of the residents are low- to moderate-income persons. Area must be primarily residential. Documentation Needed: Service area MUST be determined before CDBG assistance can be provided. General Record Keeping Every Subrecipient is required to establish and maintain at least three major categories of records: 1. Administrative records - apply to the overall administration of the CDBG funded program General program files – application, agreement, program policies and guidelines, correspondence, reports, etc. Personnel files, property management files. 2. Financial records - including chart of accounts, manual on accounting procedures, journals and ledgers, source documentation, procurement files, bank account records, financial reports, audit files. 3. Project/case files – detailed documentation of the activities undertaken. Record Retention: City of Pasadena requires records to be retained for 5 years, plus the current program year, or until the completion of the activity, whichever is longer. (2 CFR as modified by (a)(16)). March 2, 2018

12 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
Things to consider when applying: Does my agency have the capacity to adhere to all requirements and regulations? Agency must have a comprehensive Policy and Procedures Manual for Program to be administered with CDBG funds. How will I determine client eligibility? All agencies must use the HUD Exchange CPD Income Eligibility Calculator when tabulating client income for their program. Proposals including salaries will require a daily time log of 15 minute – hour increments submitted in conjunction with Time & Attendance Sheet Form and paystubs. -See Playing by the Rules Handbook March 2, 2018

14 EMERGENCY SOLUTIONS GRANTS (ESG)
The goal of the Emergency Solutions Grant (ESG) program is to assist individuals and families experiencing homelessness or at-risk of homelessness in obtaining and maintaining appropriate permanent housing. March 2, 2018

15 EMERGENCY SOLUTIONS GRANTS (ESG)
ELIGIBLE CLIENTS: The ESG funds are intended to assist homeless individuals who meet HUD’s definition of Homeless, or those at-risk of homelessness, with an Area Median Income below 30%. 24 CFR 576.2 March 2, 2018

ESG funds may be used for eligible activities intentionally and specifically focused on housing. Eligible activities must fall within the parameters of five (5) program components. Homelessness Prevention To assist individuals or families through stabilization services such as short- or medium-term rental assistance and/or utility assistance, in order to regain stability in their current permanent housing or move into other permanent housing, to prevent them from becoming homeless. 24 CFR March 2, 2018

Rapid Re-Housing Assistance To move homeless individuals or families quickly to permanent housing through relocation and stabilization services, provide short- or medium-term rental assistance and Utility Assistance. 24 CFR March 2, 2018

25 The Intent of the HOME Program
To provide decent affordable housing to low-income households throughout the City of Pasadena with: Housing Rehabilitation Homebuyer Assistance New Construction of Housing Rental Housing March 2, 2018

26 Demolition/Reconstruction and/or Rehabilitation; Relocation; or
Eligible uses: Site acquisition; Site Improvements; Demolition/Reconstruction and/or Rehabilitation; Relocation; or Other necessary and reasonable activities related to the development of affordable housing. **All beneficiaries MUST have annual household incomes at or below 80% of the area median income, as defined by HUD. 28 Community Housing Development Organizations (CHDO)
…is a private, nonprofit, community-based service organization with qualified staff that has the capacity to develop affordable housing as the owner, developer, or sponsor for the Pasadena area. March 2, 2018

29 Eligible Uses of HOME Funds by CHDO’s
Acquisition and/or rehabilitation of rental housing; New construction of rental housing; Acquisition and/or rehabilitation of homebuyer properties; New construction of homebuyer properties; or Direct financial assistance to purchasers of HOME-assisted housing sponsored or developed by a CHDO with HOME funds. March 2, 2018

30 CHDO Qualifications Legal structure and tax status;
To qualify as a CHDO, a nonprofit must meet the following requirements: Legal structure and tax status; Financial management capacity and accountability to low-income community; Staff capacity to carry out HOME funded activities; Experience serving the community for at least one year; Board representation by community members (minimum 1/3 Low-Income); and Lack of for-profit or public control. Friday, March 2, :00 A.M. and 3:00 P.M. Application Workshop: City of Pasadena, City Hall Council Chambers 1149 Ellsworth Dr., Pasadena, TX Friday, March 2, 2018 Applications made available online. Thursday, March 22, 2018 Application Deadline Applications must be received by the City Secretary’s office no later than 4:00 p.m. Monday, April 16, 2018 Presentations by applicant agencies. Tuesday, April 17, (Tentative) Board meeting for funding recommendations. Thursday, August 16, 2018 Deadline for City of Pasadena Community Development Department Action Plan submission to HUD. March 2, 2018
