3 ACUTE SHOCKS Sudden events that threaten a city. In Melbourne, examples of acute shocks include heatwaves, bushfires, floods, influenza pandemics, and extremist acts, including cyber-crime. Our ability to respond and bounce back from such sudden events are compromised by CHRONIC STRESSES Challenges that weaken the fabric of a city on a day-to-day or cyclical basis. Examples such as sea level rise, increasing pressures on healthcare services, unemployment, social inequity and housing affordability URBANIZATION Urban populations are growing rapidly: The world’s population is projected to reach 9.5 billion in 2050, with 75 per cent of these people living in cities.1 Many are in fragile ecosystems, and the number of people at risk is unprecedented. Already, Australia is one of the world’s most urbanised countries – almost 90 per cent of Australians live in urban areas, mainly on our eastern seaboard and we are vulnerable to a wide range of stresses and shocks GLOBALIZATION Cities are more interconnected than ever before, and a system failure in one city can cause problems across the globe. As cities grow larger, the likely consequences of unexpected events are ever greater for individual cities. Cities are also more numerous and increasingly interdependent, meaning the effects of events in one place can be felt around the world. Melburnians, like most Australians, generally see themselves as resourceful and resilient in the face of shocks. However, research undertaken by Resilient Melbourne found that only 41 per cent of Melburnians are confident that their neighbourhood would pull together in an emergency, and only 39 per cent believe that most people in their neighbourhood can be trusted.53 A recent report by the Australian Government Productivity Commission found that 97 per cent of disaster funding is spent on response activities, while the Australian Business Roundtable for Disaster Resilient and Safer Communities suggests that investing in disaster preparedness and resilience-building could reduce government disaster response budgets by 50 per cent

Global network Create systemic and transformational change and a global resilience learning/sharing network 57 CITY WORKSHOPS COMPLETED 49 CROs HIRED WITH 100+ DEDICATED SUPPORT STAFF 33 CITIES IN PHASE I OR II OF THE STRATEGY PROCESS 13 RESILIENCE STRATEGIES RELEASED AND IN IMPLEMENTATION

Temporary office to deliver on the strategy, facilitating engagement, buy-in and take-up within Melbourne’s existing institutions and organisations Five year sunset clause Diverse funding base, including corporate, philanthropic, State and other sources Continued hosting within City of Melbourne Refreshed and expanded Steering Committee Small team of staff, recruited across sectors and metropolitan councils On-going access to 100 Resilient Cities’ Platform Partners
