Determination of indicators for decision-making and creation of policies for introduction of electric vehicles for support of the sustainable development in the Western Balkans Stevan Kjosevski– University “Mother Theresa“

2 Вовед Transportation and in its frames, road transportation, have been recognized long ago as instigators of humankind development. The vision for sustainable development is inextricably related and dependent on the sustainable development in the transportation sector.

3 Basic sustainable development concept

4 Sustainable development in transportation
The complexity of transportation is multidimensional and includes in itself a lot of possibilities (mobility, economic development and etc.), but also threats (safety, polluting substances emission and etc.). The development of transportation, its technical level and sustainability are directly related to a larger number of sustainable development goals that are decanted into development strategies. As one of the largest energy consumers, transportation is strongly dependent on the energy sources, especially those types of energy which are impressionable for mobile consumers such as the vehicles.

5 Sustainable development in transportation
Are electric vehicles one of the answers to the challenges that occur in the sustainable development of transportation? It looks like bigger economies seem to think so…

6 Sustainable development in transportation
Are electric vehicles one of the answers to the challenges that occur in the sustainable development of transportation? Several sources exist that find a strong correlation between the concept of sustainable development and sustainable transportation, as a basic component with the introduction of electric vehicles (environment, economy, social aspects, etc.)

7 Challenges of developing countries in the process of introduction of electric vehicles
The same as in many other topics, the most advanced countries and big economies lead the technology development, innovations and production of electric vehicles. Smaller economies and developing countries have to understand the process and adopt it, introduce and implement the new technologies in their policies.

8 AHP method and “Expert Choice“ for decision-making
The Analytic Hierarchy Process (AHP) is a powerful and wide-ranging multiple-criteria decision-making methodology (MCDM) designed to alleviate the decision-making by using both empirical data, as well as subjective judgements of the decision-carriers. The software “Expert Choice“ is a multi-objective tool for the support of the decision based on the Analytic Hierarchy Process (AHP), a mathematical theory that developed firstly on the Wharton School at the University of Pennsylvania by one of the founders of Ekspert Izberi, Thomas Saiti (1977).

9 Identification of indicators
According to the research and analysis realized in Macedonia and the Balkan Region, indicators for the introduction of е-vehicles in developing countries on one behalf and fulfilment of the requirements for sustainable goals, lead towards the definition of the correlation analysis between the statistical data and reference indicators.

10 Identification of indicators

11 Questionnaire

12 Conclusions Sustainable transport is very significant for the environment, economy and social aspects of our life and the best investment for future generations. Definition of a set of indicators as themselves are a starting point for a future complex analysis that can lead to conclusions necessary for the policies and decisions for the process. The need for definition of the indicators for introduction of е-vehicles in Macedonia is the need for definition of the indicators also in the whole region of the Western Balkans.

13 Conclusions The decisions for which methods of support are necessary, are difficult by definition and therefore complex for modeling. AHP reached this compromise and will be useful for many more other cases as in the past. Hierarchy modeling of the issue, the possibility to adopt verbal judgements and consistency verification are its main assets.

14 Conclusions Expert choice, the software for support of the software, surely, has contributed in a large extent for the success of the method. Expert choice provides synthesis of the judgements from diverse nationalities. Expert choice is also useful for forecasting, risk assessment and uncertainty, as well as obtaining the probability distribution
