We are a well-established multi-disciplinary firm that has been located in South Florida for 79 years. Since 1937, the company has grown from a small, two-person surveying firm to over 300 employees, providing over 25+ Municipal Services. Water and Wastewater - FY2016 Operating Budget FY16-20 Capital Program Septic Tank Elimination Program 9291 Priorities (District 1, 2, 3A) Impacted Utilities System Reliability/Quality Facility replacements/improvements along with water treatment improvements support reliable service goals for our customers. • Reduce sewer backups • Reduce water and sewer main breaks • Reduce system-wide boil water events Septic Tank Elimination • Over 15,500 septic tanks eliminated since 2001. • Approximately 3,200 remain (5.5% of our customers). Most eliminated by 2020. • FY16-20 Septic Tank Elimination Capital Program focuses on District 1 and District 2 and capital projects in District 3A. • Prioritization is based on availability of sewer service in close proximity to target areas. • Feasibility study for Pembroke Pines and Hollywood portions of District 3BC sewer will start shortly.

Phase 1: Preliminary Design Scope and budget meeting with the County Internal kick off meeting Data Collection and Analysis Preliminary Design and stakeholder input Pre-app meetings Phase 2: Final Design Soft digs Permitting Final Design Community Outreach Phase 3: Engineering Services During Construction Data Collection and Analysis: During this phase Survey and utility investigation, and initial anlysis begins. The analysis includes identifying the Service Area, Design Flows, possible Lift Station locations, Property Finish floor elevations and taking note of clean-out locations, particularly ones that are located far from the R/W line. Project Scope Determination: Water Main Improvements Fire Flow – Additional Fire Hydrants Roadway Improvements & Sidewalk/ADA Drainage Improvements

9 Lessons Learned Keep local municipality and residents informed early and often Evaluate neighborhood impact upfront Obtain good survey including location of all clean-outs Identify controlling elements early on Existing lift station invert elevation Existing force main and lift station capacities Potential new lift station sites FFE elevations Clean-outs far from the R/W Affected utilities Since these projects predominately occur within local municipalities it is important to coordinate with them up front to consider opportunities for other improvements and discuss their budgets. They may want to include other component to the project to improve drainage, water mains, ADA, ect while the neighborhood is being disturbed by the construction. Obtain good survey including location of all clean-outs (Curt notes - this will be necessary when determining elevations/depths of “shallow” manhole. If the clean-outs are far from the R/W or the FF is lower than average this will have an impact on the depth of the structures and the overall gravity system. These controlling elements need to be taken into consideration in the analysis and preliminary layout phase to reduce the overall depth of the system and reduce costs and construction impacts.

We have staff that can create and maintain a website for a particular project which is a bonus for a project like this where construction will require detours and residents can be provided real time updates on project schedule and road closures.
