4 Material Change Request ITEM 2
TRC 11/19/2018 Material Change Request ITEM 2 I-17, Happy Valley Rd and Pinnacle Peak Rd Traffic Interchanges Additional funds to complete overcrossings: Higher earthwork costs. Missed quantities from preliminary design estimates. Drainage needs at Pinnacle Peak Rd prompted the need for a complete interchange reconstruction. Additional quiet pavement needs for I-17 mainline. Greater maintenance of traffic costs. Current RFHP program amount is $43.5 million. Recommended request for an additional $19 million. RFHP cash flow supports this additional funds request. [READ THE BULLETS ABOVE] Acknowledge this is a significant increase over the program amount. Both ADOT and MAG staff are not happy about this request and are very concerned that this sizable increase was identified during the Program Rebalancing process all of us undertook last year. The RFHP cash flow does support this additional funds request. HOWEVER that, while the Cash Flow does support the program amount, MAG is working with ADOT to ensure these approved program amounts are being adhered to in the project development process. Efforts are underway to expand the award winning Cost Risk Analysis process, undertaken by Chaun Hill, into ADOT’s day-to-day project delivery to monitor the project’s risks through a multi-discipline approach so that mistakes can be minimized. Incorporating risk registers into pre-design and environmental phase. Developing software systems. Expanding use of Cost Risk Analysis (CRA). Coordinated scoping sessions between ADOT, MAG, and stakeholders. Refining project scope at design thresholds. Re-examining scopes to conform to program amounts. START BY ISSUE AND OPPORTUNITY Don’t want to talk about issues without presenting solutions.
