1 Wessex Referees Preseason 18/19

2 Agenda New rules - Nadine Dudley
Refereeing Administration (Pre and Post game) – Trevor Funnel Game Management – Tim Brown Referee Refresh – Ian Lester - Mechanics - Unsportsmanlike - Travel

3 New Rules Throw in warning mechanics
24/14 new rules Front Court new possession - Time out in last 2 minutes - Following Unsportsmanlike/DQ - Ball lodging between ring and backboard. Technical foul change Fighting (involvement vs non involvement penalties) Other changes to violations

4 Throw in Mechanic: During the last two minutes of 4th quarter or overtime the defensive player cannot move over the boundary line. The referee shall use the preventive warning signal each time ball is handed for a throw in. If a player commits a boundary line violation it is a technical foul.

5 Throw in Mechanic: What stays the same: During the game on a throw in the defender moves his hands over the boundary line to stop A1 passing the ball in. First time is warning to the team, Second is Technical foul. What’s new: In the last 2 minutes the referee shall indicate a warning for the boundary line before administering the ball. Should the defender moves his hands over the boundary line to stop A1 passing the ball in then it is immediately a technical foul.

6 24/14 changes There are a number of changes with regard to shot clock this season. Main points to remember: Any turnover during live play the new team on offence will start with 24 seconds. Any turnover which results in a new possession in the front court, new team on offense will start with 14.

7 24/14 changes – FC change in possession
When ever the game is stopped due to a violation/foul or ball going OOB committed by the team in control of the ball (turnover) then the game shall be resumed with: If in back court – 24 seconds. If in front court – 14 seconds. (Remember need change of possession!)

8 24/14 changes – TO in last 2 minutes
If in the last 2 minutes of the game a team who is entitled to the ball in the back court calls a timeout, the coach can choose whether to advance the ball or not. The 24 second clock will be reset depending on how the ball went out. Time out is called –at the end of the timeout ask the coach “Front or back”. The decision is final and irreversible.

9 24/14 changes – TO in last 2 minutes
If before the timeout the ball: Went out OOB from a foul/violation: Coach chooses BC: 24 Coach chooses FC: Went out OOB NOT from a foul/violation (eg from a player touch): Coach chooses BC: Shot clock stays the same Coach chooses FC: If shot clock<14 stays the same, if shot clock is over 14 then reset down to 14

10 24/14 changes – Unsportsmanlike foul
Following an unsportsmanlike and disqualifying foul the possession as part of the penalty shall be administered in the front court. There shall only be 14 seconds on the shot clock. If the timeout happens in last two minutes and a timeout is called before the administration of the penalty it is not treated as ball in the backcourt.

11 24/14 changes – Lodged ball Now when the ball is lodged between the backboard and the ring it is considered as having hit the ring. What doesn’t change: This is still a held ball situation. What does change: If the arrow shows the direction in favour of the offensive team, they get a throw in with a new 14 seconds.

12 Examples where you start at 14 seconds:
Following an offensive rebound of a shot Following a dead ball turnover where you start in frontcourt Following advancing the ball from a Timeout in last 2 minutes ** (could be lower than 14 if OOB was from the ball being knocked out) After an unsportsmanlike/DQ

13 Examples: Player A commits a backcourt violation, Team B resume with a throw in from their front court with only 14 seconds on the shot clock. From the jump ball player A hits it directly out of play into his backcourt. Team B resume with a throw in from their front court with only 14 seconds on the shot clock. With 19 seconds left on the 24 second team A attempt a shot on a fast break, the ball hits the ring but does not go in. Team A get the offensive rebound. The shot clock will reset to 14. Following the ball being knocked out of bounds there are 17 seconds left on the shot clock when team A call a time out. The Coach decides to advance the ball. The shot clock will reset to 14.

14 Examples: Following the a foul being called against defence (team B) in the backcourt there are 17 seconds left on the shot clock when team A call a time out. The Coach decides to advance the ball. The shot clock will reset to 14. Following the ball being knocked out of bounds there are 17 seconds left on the shot clock when team A call a time out. The Coach decides NOT to advance the ball. The shot clock will stay at 17. Following the a foul being called against defence (team B) in the backcourt there are 17 seconds left on the shot clock when team A call a time out. The Coach decides NOT to advance the ball. The shot clock will reset to 24. With Team A in possession and after 4 seconds have elapsed of the 24 second shot clock B5 commits an unsportsmanlike foul on A4. The game is resumed with 2 free throws for A4 followed by team A possession in the front court with 14 seconds on the shot clock.

15 Technical Foul: Possession is not longer part of the technical foul penalty. When a Technical foul is called. The game is stopped, the one free throw administered immediately then the game is resumed by the team who had/was entitled to the ball at the point the tech was called. When/when not to give T’s will be covered in more detail by Tim.

16 Technical Foul: What doesn’t change:
Player still only shoots 1 free throw Any player can shoot the free throw Player is still disqualified if they receive 2 T’s or 2 Unsportsmanlike or 1 of each. Coach is still disqualified if they receive 2 C’s, 3B’s or 2Bs and 1C.

17 Examples: Tech called on Defence = 24/14 reset like normal foul Tech called on Offense = 24 stays same like normal foul Tech called and Team A was dribbling. Resume after FT with team A side line. Tech called and Team A was shooting and scored. Resume after FT with team B end line following a scored basket. Tech called and Team A was shooting and missed. Resume with Jump ball. Tech called and Team A was shooting 2 FT’s. Take free throw for T immediately then resume with team A’s free throws.

18 Fighting: When a fighting situation occurs ONLY the coach and/or the assistant coach can leave the bench are to assist the referees to resolve order. If anyone else comes on the court regardless if they are actively involved or just on the court, they are disqualified and 1 Bench Technical is charged to the coach (recorded as B2) penalty 2 free throws and possession. If any one comes on and is “actively involved” then in addition to the Bench T they will be charged with a disqualifying foul (penalty 2 x FT per person) and possession.

19 Examples: A1 and B1 start fighting on court, A6 and Team A manager runs on getting actively involved. A1 and B1 are disqualified – Dc (as cancelled equal penalties) Coach A gets charged with technical foul as non “players” entered the court – B2 (2 FTs) A6 as a sub is disqualified –recorded against him on score sheet as D2 (all remaining foul boxes recorded with F). Team A Manager is disqualified – recorded against coach A as B2. Result 6 x FTs for team B followed by a throw in in Team B front court and 14 seconds on shot clock.

20 Examples: A1 and B1 start fighting on court, all of Team A subs (5 players) and team Bs subs (4 players) bench step onto the court but do not get actively involved. A1 and B1 are disqualified – Dc (as cancelled equal penalties) Both Coaches gets charged with technical foul as non “players” entered the court – BC (as cancelled equal penalties) All substitutes for team A and team B who entered the court are disqualified and have to leave the playing court. There is no further penalty other than the bench technical mentioned above. Result as all penalties cancel out, game resumes how it was before the fighting occurred with the same time left on the shot clock.

21 Other Changes to Violations:
Placing the ball between the legs in order to fake a pass is a violation. Throwing the ball against the backboard and catching it again isn’t considered a dribble. Lifting a team mate to receive a pass is a violation.
