2. Rule 9 Violations & Penalties
Three Types of Violations: Free Throw, Throw-In, and Floor
Free Throw Provisions:
Shooter must be in the free-throw circle and behind the foul line
Try must be attempted within 10 seconds of the ball being made available
The thrown ball must enter the basket or touch the ring or a violation occurs
If lane spaces are to be occupied, the first two lane spaces must be occupied by the opponents of the Free-throw shooter

3. Rule 9
Things that cannot be done during a free-throws (thus a violation)
Free thrower shall not fake a free throw
No player in a marked lane space shall fake entering the lane
An opponent of the free thrower shall not disconcert the free thrower
No player shall enter or leave a marked lane space until the ball is released
The free throw shooter must wait until the ball hits the ring or backboard— he/she shall not have a foot break the vertical plane of the edge of the free throw line until the ball hits the ring or backboard
A player who is not in the lane also must wait until he ball hits the ring or backboard—he/she shall be behind the free throw line extended and behind the three point arc and must wait until the ball hits the ring or backboard

4. Rule 9 Violations during Free Throw:
If by the shooting team, ball becomes dead and is penalized immediately, no point can be scored
If the offense violates first, there can be no violation by the defense
If by the non-shooting team, it is a delayed violation. Points can be scored and if the attempt is unsuccessful, then award a substitute throw and re-shoot the free throw
If there is a simultaneous violation by both teams, ball becomes dead and no point can be scored. Shoot remaining free throws and use AP arrow to determine possession to resume play

5. Rule 9
If the defense violates first, the only possible violations by the offense are if the free throw shooter misses the ring or backboard and no disconcertion has occurred or an offensive player behind the arc breaks the plane of the arc before the free throw hits the ring or backboard

6. Rule 9 Throw in Provisions—Things that cannot be done:
Thrower may not leave a designated spot which is 3 feet wide and unlimited backward or upward
A thrown ball cannot be touched by a teammate while the ball is over the out of bounds area
The thrower may not hand the ball to teammate
The thrower cannot consume more than 5 seconds before releasing the ball onto the court

7. Rule 9
The thrower may not step onto the court area while still possessing the ball
The thrower shall not be the first to touch the thrown ball inbounds
The thrown ball cannot enter the basket nor lodge between the backboard and the ring
Once designated, the thrower cannot be replaced by a teammate

8. Rule 9
On a spot throw in, a teammate of the thrower may not be out of bounds
Thrower cannot bounce pass the ball and hit out of bounds before going directly to the court
An opponent of the thrower cannot have any part of their body on the out of bounds side of the throw in plane until the ball has been released. They cannot touch a thrown ball along the out of bounds side of the endline after a goal or awarded goal

9. Rule 9
Penalty for reaching through the plane the first time is a warning to the defensive team. Second time it happens, it’s a TEAM technical foul (not charged directly to the player
If a defensive player reaches through the boundary plane and touches the BALL, it is a PLAYER Technical foul.
If a defensive player reaches through the plane and touches the THROWER, it is an INTENTIONAL Foul on the player and team receives a warning.

10. Rule 9 Unusual Things that can be done:
The Thrower can throw the ball of either backboard
The thrower can throw the ball off of an opponent (except at an opponent’s face/head) and the thrower may touch the ball once he established himself inbound
The defensive team can touch or catch a thrown ball on the out of bounds side of the throw in boundary area

11. Rule 9 Unusual things (cont.):
When a team has the run of the end line, a teammate can be out of bounds with the thrower
A thrower can dribble the ball while out of bounds
A thrower can move one or both feet during a throw in. One cannot travel during a throw in

12. Rule 9
Floor Violations
Player Cannot:
Go out of bounds for an unauthorized reason or cause the ball to go out
Travel with the ball
INTENTIONALLY kick the ball or strike it with a fist
Dribble a 2nd time unless he has lost control due to: a try for goal, a bat by an opponent, a pass or fumble that is touched by another player
Remain in the lane for 3 seconds while the team has control in the front court

13. Rule 9 Floor Violations Player Cannot:
be in control of the ball in its backcourt for 10 seconds
Commit a Backcourt Violation—A player cannot be the first to touch a ball that was in team control in the frontcourt if he or a teammate last touched or was touched by the ball before it went into the backcourt

14. Rule 9
During a Jump Ball, throw-in, or while on defense, a player may legally jump from his frontcourt, secure control of the ball with both feet off the floor and return to the floor with one or both feet in the backcourt

15. Rule 9 Player Cannot (Cont.) Commit a Closely Guarded Violation
In the Frontcourt, an offensive player shall not hold the ball for 5 seconds and be closely guarded (6 feet toe to toe) by a defender
In the Frontcourt, an offensive player shall not dribble the ball for 5 seconds while being closely guarded
A closely guarded count is not started on an interrupted dribble
A closely guarded count is terminated during an interrupted dribble

16. Rule 9
Player Cannot (Cont.): Commit Basket Interference: Award points if the defense violates and points are disallowed if the offense violates
Commit Goaltending: Award points if defense violates and points are disallowed if the offense violates. Technical foul if the defense goaltends a free throw

17. Rule 9 Player cannot (cont.) Excessively swing elbows
No Contact—Just a violation
If Contact occurs—It is a Foul. If it is above the shoulders, can be either Intentional of Flagrant
