Coming in 2018: TXGang Audit NCIC/Nlets ORI Validation

Coming in 2018 In June, TCIC Audit will begin testing a new TXGang audit with an informational audit cycle beginning January 2019. Biennial Validation of an agency’s NCIC/Nlets ORI will begin in June-December, agencies will be asked to validate their ORIs. DPS will use the online audit process for agencies to validate their ORI, allowing agencies that are not able to submit changes through TLETS to validate their ORI.

TLETS: Open Fox Messenger
Statewide migration began at the beginning of Pilot phase began January 2, 2018 with 14 agencies and 267 terminals. Statewide migration started 1/22/2018 and is scheduled to be completed August When completed, DPS will have migrated approximately 11,000 terminals. As of April 13th, 8,423 terminals within the state were running Open Fox Messenger. This migration is a significant change for the Department and its user agencies. It has not been a smooth transition but the Department is making every effort to make the migration as seamless as possible for the end users. If you experience any issues or have any concerns, please contact your migration point of contact.

TLETS User Management During the transition and until all terminals are converted to Open Fox, agencies must continue to utilize Omnixx Trainer and Omnixx Console to manage their users and training certifications. Beginning in August 2018, Configurator 7.2 and nexTest will be introduced to replace Omnixx Console (Configurator) and Omnixx Trainer (nexTest). DPS will train internal and external users on the utilization of these new tools. Training materials will be updated and disseminated by end of 2018.

In January 2018, based on the similarities in the type of data reported to both the Texas Data Exchange (TDEx) and the Uniform Crime Reporting (UCR), the Department decided to consolidate the two operational programs and created the Incident Based Reporting (IBR) Bureau.

Coming in 2018 Implementation of TDEx audit. Test agencies will be contacted to pilot the audit program. Introduction of the Texas Transnational Intelligence Center (TTIC) in training. DPS has started work to develop a Use of Force (UoF) reporting module that will allow agencies to report UoF data to the Attorney General (required), FBI, and to the DPS UCR repository. Enhanced data quality reviews/checks.

2019 NIBRS Transition UCR Program goal to transition TX LEAs to NIBRS reporting by September 2019. TX Grant funding—completed three rounds of solicitations to spend $16 million in legislatively appropriated funds to assist agencies in their transition to NIBRS. NCS-X initiative—specific agencies within the state were identified by BJS and RTI to receive federal funding for NIBRS transition, effort includes some of the larger agencies, such as Dallas PD, Houston PD and Harris Co SO, etc.

UCR – CIT Online Implemented an online portal for use by agencies and public in January The Portal allows users to create unique queries utilizing specific data points associated with selected contributing entities, resulting in a more intuitive way to gather statistical data that is tailored to the needs of the requestor, without the need to make a manual request to the UCR program office. To view CIT Online, please visit Please keep in mind that the CIT Online Portal is dynamic and reflects data that may have been reported to the program after publication date for CIT. Therefore, statistics from the Portal may not align with statistics published in the static CIT publication for the same given time period.

Effective January 1, 2019 Chapter 60, Criminal History Record System, in CCP will be moving to its new location, Chapter 66.

Completeness Reports (Grant Funding)
The Texas Code of Criminal Procedure (CCP), Chapter 60.08, requires counties to report criminal history dispositions to the Texas Department of Public Safety (DPS). This information is used by law enforcement, judges, and many public and private employers to check criminal histories. Counties must have an average of 90% or above on both adult and juvenile disposition completeness and maintain timely reporting of all information as required by state law in order for any unit of government or non-profit agency within the county to be eligible for Criminal Justice Division (CJD) funding. Information obtained from pg 7 Disposition completeness percentage is defined as the percentage of arrest charges a county reports to DPS for which a disposition has been subsequently reported and entered into the CCH system. Completeness Reports Information is sent out monthly to the Governor's Office and on the CJISJJIS Listerv. To subscribe to the CJISJJIS, please follow these steps: Send an to Make sure that: The subject line is left blank. The message body is clear/blank (including signatures). Type: SUBSCRIBE CJISJJIS FirstName LastName, in the message body. Once you have completed that, you will receive an stating that “You are now subscribed to the CJISJJIS list.” The Compliance Report is posted on DPS’ website at the beginning of each year.

Tips to stay in compliance
Frequently run Open Offense reports. Close out any open offenses. Run updated County Combined Completeness Reports as cases are disposed. Report Absconded cases. Meet with CJIS personnel.

County Dispositions Exceeding 30 Days
DPS will, as a part of its monitoring process, notify the County Judge when a reporting agency does not comply with Texas CCP, Chapter 60. The State Auditor's Office found a decrease in court reporting within the 30 days as required by statue. NICS Federal Firearm Reporting
Sections and of the Government Code and section of the Health and Safety Code was passed by the 81st Texas Legislature, in 2009, to comply with and implement the requirements of the federal NICS Improvement Amendments Act of It requires district and county clerks to report information on prohibiting mental health adjudications and commitments to the Texas Criminal Justice Information System (CJIS) maintained by the Texas Department of Public Safety (DPS). The bill also requires district and county clerks to report to CJIS all relevant cases in which an order was issued from September 1, 1989 through August 31, 2009.

The following types of cases must be reported: Commitments for temporary or extended inpatient mental health services—this includes individuals committed to state hospitals, private hospitals, Veterans’ Affairs hospitals, etc.; Commitments of a person determined to have mental retardation for long-term placement in a residential care facility under Chapter 593, Health and Safety Code; Cases in which the court appoints a guardian of the incapacitated adult individual under Title 3, Estates Code, based on the determination that the person lacks the mental capacity to manage his/her affairs (adult guardianships of the person, estate or person and estate, including temporary guardianships); Acquittals in criminal cases for reasons of insanity or lack of mental responsibility, whether or not the person was ordered to receive inpatient treatment or residential care under Chapter 46C, Code of Criminal Procedure; and Cases in which a person is found to be incompetent to stand trial under Chapter 46B, Code of Criminal Procedure. Note: It is the signed court order in the cases above that triggers the reporting requirement.

DO NOT REPORT: Guardianships of minors. Emergency mental health detentions, admissions or warrants. Orders of protective custody Voluntary commitments Commitments for temporary or extended outpatient mental health services Applications for court-ordered inpatient mental health services that are forwarded to another county to re-file or to hear your original filing. Court-ordered inpatient chemical dependency or alcohol services.
