The ROLE OF MARITIME AND INLAND NAVIGATION ORGANIZATIONS AND ASSOCIATIONS IN SUPPORTING IWT GROWTH Wroclaw,18th of April 2018 European River-Sea-Transport Union e.V.

The planning and realization of international projects in IWW is a long-term process The conditions for international projects and investments in inland waterways will be more and more complicated in the future. The main factors are: In the society a small group of opponents, but with a great amount of public attention, is against this projects. They organize activities and action groups against the projects. It is difficult to come to a compromise between the different groups of interests (water management, flood protection, nature and environmental protection, industry, transport, inland ports, tourism etc.). In the future the directives of the European Commission for the protection of the water and the rivers (f.e. evaluation of WRRL) can be much stronger, what will bring many restrictions for the projects in IWW, also during the planning processes. The projects must be prepared very well and technical, juristic, environmental fool proof. For this process you need enough high qualified experts. The discussion with the society from the beginning of the project also with the support of branch organizations and associations help to obtain acceptance for the project. 3 Support by the branch in the Project Elbe
On the the German Parliament Bundestag decided a resolution about the “TOTAL CONCEPT (Gesamtkonzept) Elbe”. The resolution require of the German Gouvernment to adopt measures for the realization of the “TOTAL CONCEPT Elbe”. Since 2013 Working Groups of the Federal Ministries, Administration, federal states with the support and consultations by associations of industry, inland navigation (Elbe Allianz e.V., ERSTU is a member of this organization), inland ports (BÖB), environmental protection and by the evangelical church worked on the master plan Elbe. This „Round Table“ changed to an advisory body in and fixed after long discussions in January 2017 the master plan Elbe „TOTAL CONCEPT Elbe“ (Gesamtkonzept Elbe). The support by the Elbe Allianz e.V. was very important for the Inland Navigation and the inter- antional charakter of the river Elbe. Czech Republic has only this connection to the Sea. Now the control of the realization of the „TOTAL CONCEPT Elbe“ by all associations how Elbe Allianz e.V., BÖB, ERSTU, Oderverein, SHV, the inland ports of SBO and Port of Hamburg will be neccessary. The next event will be the „Elbe Shipping Day 2018“ on the 24th of May 2018. European River-Sea-Transport Union e.V.

4 EMMA: an international project on IWT in the Baltic Sea Region
EMMA is funded by the Interreg Baltic Sea Region Programme , which supports integrated territorial development and cooperation for a more innovative, better accessible and sustainable Baltic Sea region. The EMMA project aims at tackling the challenges and opportunities focusing on inland- and river-sea shipping. Especially increasing the modal share of inland- and river-sea shipping to, from and between Baltic Sea Region countries, fostering a better integration of inland- and river-sea shipping in the BSR transport chains and the EU Strategy for the Baltic Sea Region. River-Sea Shipping is a special form of short sea shipping and inland navigation. The results and recommendations of the EMMA-Project will be fixed in the Policy Paper “Strengthening Inland Waterway Transport in Europe and the Baltic Sea Region”. The recommendations could act as basis for international-, national projects and investments to lift IWT potentials in the Baltic Sea Region. It is a very good preparation for the following projects and the acceptance of the projects by the society in the 5 countries, which participate in the EMMA Project. In total 21 Project Partners and 48 Associated Partners (f.e. EBU, ERSTU, Elbe Allianz, VBW, SPC, INE, Imperial, DBR, Oderverein, IHK etc.) support the project also in the future.
