2 What Is the N-DEx System?
National online investigative information sharing system Available 24/7 from any secure internet-capable device No-fee service Unclassified system What is N-DEx? N-DEx is a national online investigative information sharing system that brings together records from across the nation. N-DEx is a no fee service which is available 24/7 from any secure internet-capable device. Investigators and analysts have the ability to discover information from across the nation in one spot that will display the entire life cycle, from initial contact to release from prison, including probation and parole of their suspects. All information in the N-DEx System is unclassified. N-DEx does, however, contain information which often forms the basis of criminal intelligence. N-DEx does not contain criminal intelligence data, as defined by Title 28, Code of Federal Regulations (C.F.R.), Part 23. 11/11/2018 UNCLASSIFIED

Basically, there is a data gap between the information sharing systems. This can be explained using a puzzle analogy. Think of each system out there as being a piece of a puzzle. Wherein, no single piece of the puzzle can complete the overall picture by itself. Similarly, there is no single system out there which has all of the data. The traditional CJIS services of NCIC and III are one piece of the puzzle. This is great information, but it is only a snapshot in time when the subject was arrested. Then you have your federal data: FBI, DEA, ATF, TSA, etc. All excellent systems, but these systems are not accessible on demand to the average user. Additionally, you have your state and local RMS data. The intimate local knowledge which is not know outside of those agencies and areas. N-DEx helps to complete the criminal justice lifecycle. Complementing the existing systems and centralizing the source of criminal justice information. It provides any contact with a criminal justice agency regardless of role. Providing a more complete picture of the person, place, or thing being investigated. Anything an agency maintains in its record management system (RMS) can be shared with the N-DEx System. N-DEx data includes everything from incident reports, arrest reports, booking and incarceration reports, pre-trial investigations, to probation and parole records. 4 What Is Shared in the N-DEx System?
Incident and arrest reports Booking and incarceration reports Probation and parole reports Narrative information And much more N-DEx data includes everything from incident reports, arrest reports, booking and incarceration reports, pre-trial investigations, to probation and parole records. The records show anything that an agency maintains in its record management system (RMS) and wishes to share (to include narratives, images, etc.). N-DEx does not contain criminal intelligence data, as defined by Title 28, Code of Federal Regulations (C.F.R.), Part 23. 5 Who Can Benefit From the N-DEx System?
Generate leads Promote deconfliction Enhance background checks Improve officer safety N-DEx provides a centralized one stop shopping for Investigators, analysts and criminal justice professionals. The lifecycle approach of N-DEx applies not only to data, but to a commitment to ensure the system is aligned with the information sharing needs of ALL criminal justice professionals. While this certainly includes more traditional investigative uses, users have also reported success using N-DEx to clear outstanding warrants, monitor criminal justice contact of high-risk supervised populations, and even support tactical needs such as traffic stops. N-DEx may also be used for criminal justice employment background checks. However, if an agency uses N-DEx for these background checks they must adhere to the appropriate policies of the N-DEx Policy and Operating Manual. 11/11/2018 UNCLASSIFIED

Information from local, state, tribal, and federal agencies. As well as participation from ALL 56 FBI field offices. There are over 700 million searchable records which can be accessed by the system. Approximately half of the data is ingested directly and the other is federated. (~400 million ingested / 300+ million federated) This equates to billions of people, places, and things. Federal Bureau of Investigation (FBI) - FBI Case Records (FD-302s) Federated - National Crime Information Center (NCIC), Interstate Identification Index (III), Next Generation Identification (NGI) United States National Central Bureau (USNCB) INTERPOL - Over 64 million records Wanted Subjects, Gang Members, Missing Persons, Sex Offenders, Stolen Vehicle, Stolen/Lost Travel Documents (visas, passports, etc.) Department of Homeland Security (DHS) - Over 134 million records The Traveler Enforcement Compliance System (TECS) Subjects handled by both Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) Enforcement Case Tracking System (ENFORCE) Arrest, booking and removal of persons encountered during immigration and criminal law enforcement investigations and operations. It also includes biographic data on the subjects along with their photos. National Crime Information Center (NCIC) Almost 12 million records Query Article, Gun, Vehicle, Wanted Person, Image, Boat, Securities, Protection Order, and Sex Offender Next Generation Identification (NGI) Searches for NGI require an FBI Number (FNU) or Universal Control Number (UCN) and return the most recent facial image on file in the FBI NGI database. NGI results are returned using the N-DEx notification feature. If the result is returned in 45 seconds or less, N-DEx will also display the records on the results screen. Bureau of Prisons (BOP) - Inmate Management records. Drug Enforcement Administration (DEA) - Closed NADDIS records. Department of Defense (DOD) - Incidents/arrests related to the military community Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) - * Persons denied a firearm per the Brady Law. * Case records with subjects of interest (closed cases). 8 N-DEx Data Access Agreement
Verification and advanced permission requirement Search activity subject to audit Adherence to CJIS and N-DEx operating policies The very first time you log into the system and then once per year thereafter, users will see this data access agreement. Users will be affirming three things: 1. Prior to any reliance or action upon, or secondary dissemination of information found within N-DEx, users must contact the record owning agency and verify the information contained within the record. 2. N-DEx is a CJIS based service and all system activity is subject to audit. 3. Users will adhere to CJIS and N-DEx operating policy requirements. 11/11/2018 UNCLASSIFIED

11 Batch Search The batch search function enables users to search multiple (up to thousands) of people, phone numbers, vehicles, or key words at one time. These batch searches may also be set to run like a subscriptions on a reoccurring basis (they may be set for daily, weekly, or monthly). Some common uses for batch searches are: wanted persons, monitoring probation/parole populations, missing persons, cold cases, and others. 13 The N-DEx System in Action
Tennessee DOC – 6,500 absconders Over 200 system “hits” during the first month Originating from 21 different states 34 absconders incarcerated in other facilities Multiple subjects listed as a witness or victim The Tennessee Department Of Corrections (DOC) was one of the first agencies to utilize the N-DEx System’s batch search functionality. A spread sheet containing the first names, last names, and dates of birth of 6,500 absconders was compiled. This information was ingested into the N-DEx System and set to run on a recurring basis to track the absconders. During the first month over 200 hits were received. These results originated from 21 different states all over the nation. Thirty-four absconders were found to be currently incarcerated in other facilities. Additionally, multiple other absconders were found as witness or victims in reports. Hence, demonstrating the power of the N-DEx system; Reaching across different systems and platforms, extracting information from structured data fields and narratives, all while compiling it all into one centralized location. 11/11/2018 UNCLASSIFIED

New agencies are joining N-DEx and new data is submitted to the system daily. Users may set a subscription for their searches and N-DEx will notify them if new data matching their interest enters the system. The subscription service allows N-DEx to be used as a de-confliction tool. The subscription feature allows users to learn who else has an interest in who and what they are investigating. N-DEx automatically and continuously searches for possible conflicts between investigations. This allows users to discover where other investigations intersect with theirs. The N-DEx subscription feature allows you to be automatically notified when new information related to your investigation enters the system. You can also be notified when other criminal justice personnel search for the same people, places, things, events, and key words as you. After viewing any individual record, you may subscribe to that particular record and be notified if it is updated at any time in the future. You may also set a subscription to be notified when a person/entity view is either changed or viewed by another user. Users can elect to receive electronic notification to an address of their choosing. 16 Visualization Tools N-DEx provides data visualization tools.
Users can perform a geo-visualization or a link visualization. With the simple click of a button, N-DEx will automatically plot a record(s) on a map or visualize a record(s) in the form of a link diagram. 11/11/2018 UNCLASSIFIED

31 BANK ROBBERY GUN N-DEx was designed for ease of use. Practitioners from across the nation were asked for input during all stages of development. Criminal justice agencies from across the nation asked for an intuitive system. Accordingly, everything about N-DEx looks familiar to the user. As previously mentioned, all searches are subject to audit. A valid search purpose code and reason are required. In the search reason field enter a valid case number or some other descriptor so that in the event of an audit you may articulate that the search was conducted for a valid reason. The simple search feature allows users to conduct a search for any key words, phrases, names, etc. Users may, for instance, conduct a search using the terms bank robbery and gun. This search will return results from any records in the system that contain these words anywhere within the record. A user may narrow search results by using the filtering system located on the left-hand side of the screen. These filters allow for the narrowing of results by geographic location, date of incident, data owner, or submitting agency ORI. 11/11/2018 UNCLASSIFIED

32 Targeted Search Targeted searches allow a user who has specific information about a person, place or thing to conduct a search using structured data elements. A user who conducts a targeted search on a specific name will receive all records from the system that contain that specific name. 11/11/2018 UNCLASSIFIED

33 Known Person Results The known person results provides the user a one-page composite of any subject. The system retrieves all records related to a specific person and presents them in a concise, clean format for user review. N-DEx extracts the identifiers from all records associated with a particular person in order to provide a snapshot of her/his identifiers, associations, locations, property, and any pictures that may be found within the system. 2017 Success Story of the Year Award Las Vegas Metropolitan Police Department Kidnapping/sex trafficking case Subject known only as “Glacial Proctor” N-DEx Success Story of the Year Award 2017 Las Vegas Metropolitan Police Department sex trafficking case January 2016. Victim was “kidnapped” and brought to Las Vegas, Nevada, to commit prostitution acts. The pimp was known only as “Glacial Proctor.”  Usual systems checked with no results on the name "Glacial Proctor.“ Victim insisted pimp had a criminal past. Search of N-DEx revealed “Glacial Proctor” to be the alias of Pierre Fletcher. Fletcher was arrested for sex trafficking, sexual assault, and pandering an adult with force. Fletcher pled guilty to pandering an adult with force (x2) and was sentenced to months in the Nevada State Prison. As of December 2016, he was being housed at the High Desert State Prison in Nevada. 11/11/2018 UNCLASSIFIED

41 Accessing the N-DEx System
No-fee service Access Requirements User Agreement Agency Administrator N-DEx does not charge a fee to access the system. N-DEx is a mobility based system and can be accessed in multiple ways. Users can utilize the FBI’s LEEP portal, a regional partner portal, or a state system portal to gain access to N-DEx. In addition to running searches in the N-DEx portal, agencies can also opt to utilize the LEXS SR, where the N-DEx data is leveraged within their existing system (their system retrieves N-DEx results within their own system). 11/11/2018 UNCLASSIFIED
