2 The Total Transport draft outline business case follows 3 years of research to create the Total Transport Feasibility study that was commissioned by the Department for Transport. This was submitted to the DfT April 2017 1 of 37 Total Transport pilot projects in England. TT 'Assesses the potential for cross-sector integrated transport delivery and procurement model for education, healthcare, employment and daily social needs in a defined pilot area’. The aim of the outline business case is to use the evidence in the feasibility study to work towards implementing a new DRT (Demand Responsive Transport ) service phase 1 mixing public fare paying customers with KCC clients for a mix of journey types and new way of working from 2020 onwards 1 Introduction

3 Oct 2017 to March 18 HWT DivMT, GET Portfolio Board, Barbara Cooper, Matthew Balfour and more recently Mike Whiting and Paul Carter are all supportive of the concept at draft outline business case Since March 18, the Total Transport project is now part of the ‘Rural Transport Big Conversation’ public engagement as a potential solution/pilot Rob Clark is now the Programme Manager for the Rural Transport Big Conversation and Barbara Cooper is the Programme Sponsor with Paul Carter’s lead. May Kent wide Market engagement June Public engagement via Joint Transportation Boards in each district, Parish Seminars and 3 Focus Groups Sept Rural Transport summit to determine the way forward with a few pilots across Kent.

4 2 Total transport future desired outcomes
 Improve the use of existing transport resources and seek to make greater use of Community Transport to deliver transport services in a new way To improve rural accessibility by providing more travel options to all residents living in rural areas without alternative means of travel Achieve financial savings in the long term through innovative transport coordination and integration with internal and external partners To help tackle social isolation, particularly in rural areas and for those with mobility issues Improved social impact and quantify social value using Community Transport not-for-profit transport providers with shared values  To provide the “right transport solution for the right client need for the right price” Contributing to increasing resilience and continuity of service delivery  To use electric minibuses and electric 7-9 seater cars where possible to lead the move away from fossil fuel vehicles to reduce CO2 emissions and reduce air pollution

5 3 DRT Area - phase 1 Where Phase 1 is the whole of Tunbridge Wells district including neighbouring rural Maidstone and Ashford parishes. Insights gained in phase 1 area will help inform what we may be able to deliver across Kent in the future.

7 DRT Model Propose the introduction of a new DRT (Demand Responsive Transport) scheme or “bookable bus” service to Phase 1 area which is booked in realtime or in advance, flexibly routed and is available as a transport option for the general public and for KCC clients ( who would be scheduled in first] Improved travel options for all in terms of times, destinations and journey types to provide opportunities for all to access healthcare, education, employment, shopping, day care centres, family and friends for those people without alternative means of transport in the pilot area whilst making the most efficient use of a wide range of vehicles from multiple transport operators. The Kent Connected brand, designed by the KCC Transport Innovation team, be further developed to brand the Kent Connected vehicles and software and marketing materials to coordinate a the DRT service. An extensive marketing campaign will be required. A Kent Connected central booking office could act as a customer / vehicle/ driver ‘brokerage’ service, using cutting edge technology to match passenger journey requests with available vehicles and drivers on that day/time from a pool of multiple transport providers brought together under the umbrella brand of Kent Connected. Emphasis on the use , coordination and support of Community Transport / Volunteer car schemes vehicles and drivers to provide the new DRT service

8 How will passengers book the new DRT service?
The Kent Connected ambition is that a customer could call one phone number to book DRT transport for any sort of journey. A Kent Connected central booking team staff member can then allocate the journey request to the Kent Connected DRT service or Kent Connected+ service depending on the nearest appropriate vehicle and the needs of the customer. The central booking team would use a new specialist DRT real-time booking, scheduling, route optimising and tracking back office software to take the booking to allow them to coordinate the multiple community transport and volunteer car schemes to provide the DRT in the pilot area. Alternatively, the customer could use a Kent Connected online booking website or they could book via a Kent Connected mobile app. The back office software would be same as the customer booking software online and by mobile app and as it would be real-time, customer could book in real-time depending on vehicle availability Anyone could register to be a member of Kent Connected or Kent Connected+ for free. It is unknown at this time if the central booking team would be a Social Enterprise such as CT Plus coordinating all the smaller transport providers and charity minibuses or if this would be an inhouse KCC Public Transport team central booking team. Section 7 of the outline business case explains the proposed solution for who would manage and deliver the new Kent Connected DRT service.

9 Core DRT For the core DRT we propose a mix of people and journey types: Kent Karrier customers living in the Phase 1 area supported bus users from 8 routes in the Phase 1 area KCC Adults Social Care and Further Education clients (elderly and vulnerable younger adults with disabilities). new fare paying users from the rural pilot areas including elderly, disabled, job seekers, commuters, 6th form students, low income families without access to cars new users from the urban areas to urban areas without their own cars new fare paying users for the hospital and local doctors surgeries / suggested patient cohorts by West Kent CCG Children’s DRT For the Children’s DRT, we propose to mix the following groups of children to common destination school clusters during the 2 school run times only: Defined group of Mainstream home to school pupils in the phase 1 area Defined group of SEN home to school pupils in the phase 1 area (excluding certain groups) Defined group of Children’s social care journeys new fare paying non-eligible pupils going to school .We propose the use of Passenger Assistants for groups of children rather than 1 to 1 Passenger Assistant/child ratio.

10 Customer Booking and paying online and
mobile booking and paying app / Smartcard This new booking website would have a link from the Kent Connected webpage building the brand already designed by the KCC Transport Innovation team The ambition is to have a Kent Connected DRT booking app available for customers to download through popular mobile app stores and a website booking portal which follows the distinctive Kent Connected branding introduced by the KCC Transport Innovation team to appear consistent.

13 6 Technology – new specialist DRT / MaaS software via website, mobile app, & phone
We are looking for a: Seamlessly connected software platform connecting the customer in realtime to the back office to driver and the driver with the office and the customer and back office payment to multiple providers Mixing DRT with Mobility as a Service ‘MaaS’ 12+ potential opportunities identified as being of interest for follow up during 2017/18 Soft Software market engagement during Nov 17 – May 2018 to find out functionality and costs of booking and scheduling software   Some software providers also transport operators The project team acknowledge that more research would be needed before any particular technology product could be proposed as suitable for use in a future pilot service; the information in section 9 of the feasibility study documents awareness of available products and the starting point for market engagement with software suppliers.

14 8 Potential future phases
If DRT Phase 1 implementation is successful, the project would seek to expand the DRT transport services to other parts of Kent. Phase 2 - Tonbridge and Malling district – replacing Tonbridge and Malling Kent Karrier. Phase 3 - rest of Maidstone and Ashford districts – replacing Maidstone and Ashford Kent Karriers Future phases – across Kent / boundary links with London, East Surrey, Sussex.  Health Transport – CCG paid for health journeys as part of a joint commissioning exercise starting from 2019 for implementation from 2022 to replace the next NEPT contract.

15 9 Health Transport, health sector engagement, integration of health and social care, missed appointments & delayed discharges   Engagement with West Kent CCG Ian Ayres and Evelyn White from West Kent CCG were broadly positive towards the Kent Connected concept and see the benefits for the CCG in the longer term. The new Total Transport service should start with KCC clients first, then health patients could be added in at a later stage. West Kent CCG confirmed they would not be able to fund or contribute to the funding of a DRT scheme in the near future. Potential fare paying patient cohorts for a new DRT service suggested by WK CCG Potential of joint commissioning of NEPT with KCC client transport journeys from Business case required to gain CCG approval as part of the integration of health and social care

18 11 Next Steps Taking the Total Transport DRT outline business case through the KCC governance structure – gaining strategic and political support – Currently on hold pending the outcome of the ‘Rural Transport Big Conversation’ in Autumn 2018 To enable the creation of a full business case activities are planned during 2018 to determine indicative costs and full options appraisal We request Total Transport DRT solution is built into the STP as a mitigating solution to Travel and Access issues to hospitals and doctors with NHS service redesign Review potential of pooling CCG budgets with KCC using the Better Care Fund / S75 to create DRT Phase 1 scheme. Investigate further joint commissioning with health transport for when current NEPT contract expires 2022 (start planning from late 2018/early 2019?)

19 12 Recommendations To acknowledge the breadth and depth of the research already conducted in the Total Transport feasibility study as the Analyse phase We request your help with Strategic and political support of the new DRT scheme particularly through the ‘Rural Transport Big Conversation’ We request your help with accessing additional funding pots both internally and externally eg West Kent Partnership / District part funding / S106 pots of money for developers to pay for DRT journeys for new residential areas / help with marketing of DRT in the local area / Joint funding bids any more ideas to enhance this new potential new service?
