Engage in activities of mutual concern relating to transportation by tanker and marine terminalling of crude oil, liquefied natural gas, liquefied petroleum gas, their derivatives and related organic compounds, with special reference to the protection of the marine environment and the promotion of safety in marine operations. 100 members in voluntary association Executive Committee directs standing committees and a full-time secretariat supporting the work of the Marine Forum OCIMF does not involve itself in Commercial Issues, including Vetting, but restricts its activities to those issues affecting Safety & Environmental Protection.

5 Offshore Vessel Inspection Database (OVID)
Background Following a number of major incidents, oil company project teams have become more focused on marine assurance. Existing regimes are fragmented/incomplete . OCIMF Members requested OCIMF to investigate alternatives. OCIMF with OGP engaged with IMCA. Goal To provide a robust web based inspection tool and database of inspection reports, underpinned with professional, trained and accredited inspectors; complimented by an Offshore Vessel Management Self Assessment (OVMSA) protocol.

8 OVID Myths OVID is a European initiative.
OVID is trying to make money off of inspections. OVID is competing with IMCA for vetting business. OVID inspectors came from tanker business. OVID is a closed shop with no input from vessel operators. Vessels have more inspections with OVID than other vetting processes.

9 The Silver Bullet Is OVID the Silver Bullet of Inspections? NO….
No one inspection format can cover all of the requirements of the Oil Majors. OVID is not a suitability Survey. OVID IS a general marine inspection that also reviews the operators SMS system via the OVIQ and OVMSA. Due to the dynamics of the offshore world, unfortunately there will always be multiple checks on offshore vessels to ensure safety, procedures, integrity and operational suitability.

09/11/2018 Offshore Vessel Inspection Database (OVID) OVID is an inspection protocol that will allow project and marine assurance teams to assess the safety and environmental performance of a vessel and its operators in a more effective and uniform manner. Inspections are completed by inspectors who are accredited and subject to continuous review. Inspections are tailored to the operations that the commissioning company is interested in. All members have the same question set and the same software application for completion of the report. OVID may be scaled to include other inspection/ audit types, inclusion of these will be subject to the oil companies needs.

11 Offshore Vessel Inspection Database (OVID)
Inspector Accreditation 30 SIRE inspectors with offshore experience. Grandfathering of existing suitably qualified and experienced offshore inspectors. 3 year renewal cycle including audit and 2 day Refresher course. Over 720 inspectors currently trained ‘New Inspector’ training : 3 day course plus written exams and audit. Minimum number of inspections to complete annually – January 2014 to be set at 2.

Three components: OVPQ – Offshore Vessel Particulars Questionnaire. OVIQ – Offshore Vessel Inspection Questionnaire. OVMSA – Offshore Vessel Management and Self –Assessment.

13 Offshore Vessel Particular Questionnaire
The OVPQ questions are centered on information that does not change frequently, such as physical dimensions; plant; equipment and fittings; and certification details. The ship operator is responsible for completion of this document, on-line. The details may be thought of as close to having a vessel brochure which can be used by charterers to shortlist potential boats for hire. Having the OVPQ available reduces the time an Inspector needs on board. Certificates can be spot checked, vessel details accessed by the inspector before he/she arrives so he/she has a better idea of what he/she is looking at.

14 Offshore Vessel Inspection Questionnaire
OVIQ questions are primarily designed to highlight operational practices and behavior patterns; and the management controls on board and from the operator’s office by sampling the effectiveness of the safety management system at that point in time. Observations/comments are designed to extract a response from the operator as to how the issues raised will be managed. The questions are not designed to create a list of priority corrective actions as determined by an inspector. Oil Major experience has shown that the Operator’s responses can be more effective in assessing the quality of the vessel and its management controls than the observations themselves.

16 Offshore Vessel Management Self-Assessment
This program is designed to suggest the type of factors that a good safety management system (SMS) should contain/control. It is not a SMS in its own right, nor a replacement for ISM or ISO 9001 systems. OVMSA will help ship operators prioritize development of their SMS and provide a means for them to measure their effectiveness as part of the continuous improvement process. As well as acting as a self-assessment tool for the vessel operator, charterers can use the system as a relatively uniform base for their reviews of a ship operator’s performance. OVID inspectors are unlikely to be involved with OVMSA, but many OVIQ questions are designed to be matched against OVMSA values by the Oil Company’s Marine Assurance teams.

17 General Responsibilities and Obligations
OVIQ reports belong to the Oil Company that initiated the inspection – not the Inspector, his company, or the vessel operator. Confidentiality is an inherent part of membership of OVID. The forwarding of OVIQ reports without the formal permission of the report owner is not permitted and can contravene most anti-trust laws. Forwarding review/comment on a vessel and their operators to any third party does contravene most anti-trust laws. Discussions on issues or concerns with a vessel can only be discussed between Oil Company and the vessel’s operator, not other charterers, brokers, etc. If an inspection report is generated it must be uploaded into the database, unless the Inspector has created a faulty report.

18 OCIMF OCIMF is the copyright owner of the OVID format.
No report is permitted to be altered in any way. OCIMF remains vigilant against copyright infringement of the OVID reports. Companies/Inspectors found to be violating the OCIMF copyright will receive a cease and desist letter from our General Counsel and further action will be taken. An OVIQ copy is meant for training purposes only and is available to members, registered inspectors and those who sign a confidentiality agreement.

19 Validated Reports Once a report is validated and uploaded into the database, the vessel operator is automatically advised that the report is ready for them to respond to the observations on-line. If there is an urgent need for the vessel to be considered, the inspection nominator (oil company) should review the report in depth and note the “No” answers, or other negative comments. These can be discussed with the vessel operator immediately over the phone. The reviewer is likely to be pushing the vessel operator for suggested controls or process changes to ensure negative issues will be corrected permanently. If something is broken or out of service, it may not be that important - there may well be a means to risk manage an alternative method of operation to ensure safety and fitness for purpose.

20 Lines of Defense First line of defense for all OVID reporting is the Oil Company Marine Assurance group. If the report generated by an inspector does not meet the OVID standards, then the MA group should reject the report and return to the inspector for correction. Second line of defense is the operator. As an operator, if you are unhappy with a report or it does not reflect the actual situation onboard a vessel, it is expected that you will contact the commissioning oil company to discuss. Last line of defense is to contact Sean Nicholson at the Secretariat to discuss. Remember, the reports remain on our system for 12 months and then are archived for 12 months. After 24 months the reports are deleted.

21 OVID – future developments
New Report Editor program released in April The purpose of this new editor is to streamline the user interface and correct some deficiencies that were noted by our members and OVID Inspectors.
