Renewable Energy Policy in Myanmar Organizational Structure and Administration of RE Organization Chart of MOST Functions of RE Research Dept from MOST Barriers to RE Development

3 Renewable Energy Policy in Myanmar
The current status of National Energy Management Committee (NEMC). NEMC has drafty been formulating the Energy Policy of Myanmar. - nine National Energy Policies RE Policy -To implement programs on a wider scale, utilizing renewable energy resources such as wind, solar, hydro, and geothermal and bio-energy for the sustainable energy development in Myanmar. Main drivers for deploying renewable energy Governments and consumers take measures to increase the deployment of renewable energy technologies (RE technologies) for three principal reasons, which are interlinked: to improve energy security; to encourage economic development, particularly associated with rural and agricultural sectors, or with innovation and high‐tech manufacturing; to protect the climate and the wider environment from impacts of fossil fuels use. Renewable Energy can make in improving energy security, stimulating industrial and economic development, mitigating climate change and protecting the environment.

5 MOST Organization Chart of MOST
On 2nd Oct, 1996, Ministry of Science and Technology (MOST) was formed by the Government and MSTRD was the sole department under the MOST, at that time on 1st April 2015 MSTRD have bee changed to DRI. MOST DRI DAE DTPC BMSRD Renewable Energy and Electronic Technology Research Centre Renewable Energy Research Department Solar Energy Wind Energy Small Hydro Power Biomass Energy

6 HRD and Capacity Building International Cooperation
Functions of RE Research Dept from MOST To carry out any other activities in the field of RE for R&D To support the growing RE sector in our country To do joint research with regional, ASEAN and others countries To serve the service in required testing & measurement for private sector who are dealings with RE R&D To contribute the skillful and practical training on RE technology and applications and to come out skillful technicians in RE field. To establish the renewable energy training center and laboratory in the near future HRD and Capacity Building To formulate the policy framework to facilitate renewable energy development by cooperation with other concerned ministries Policy To invite the development partners by cooperation with international organizations for the technical and financial assistance International Cooperation

7 Research &Development
Past and Ongoing Projects Over the past 10 years, about 190 biogas digesters (plants) had been built in across the country, mostly in the central regions and in the northern Shan State. The capacities of digesters are from 25 to 100 cubic meters and electricity output ranges from 5 to 25kW. DRI has been also doing research on expanded use of low cost household biogas digester system in the villages of rural area.

8 Application of Biogas Plants
8 m3 Digester, Takkone, Naypyitaw 25 m3 Digester, Yetsaut, Taunggyi, Shan State 100 m3 Digester , Sonye-inn, Mandalay 50 m3 Digester, Tasoe village, Kyaukse, Mandalay

9 Cont; New project (2013), Low cost Biogas digester for cooking purpose by the assistance of the Chiang Mai University, Energy Technology for Environment Research Center

10 Cont; DRI undertakes research and development for rice husk and other forms of small-scale gasifiers (producing electricity 30 to 50kW). Wind turbine projects are at the experimental and research phase in our Department and related output of these wind turbines are from 500W to 3 kilowatts. For the solar energy technology, Design model and Solutions are contributed for utilization of solar energy to the village people in Myanmar.

11 HRD and Capacity Building
Renewable energy training course, the short term programme (five week), is scheduled by DRI, -Five training courses; technology and application of Solar energy Technology and application of wind energy Technology and application of micro hydro power Design and Fabrication of rice husk gasifier Design and Construction of Biogas digester plant Objective: To contribute knowledge, awareness and experience in Renewable Energy Technology and Applications To come out skillful technicians in renewable energy fields To provide in government policy The 1st 2nd, 3rd, 4th RE training courses have been done in last months. Can accept (20) persons for each training course. The participants should have BEHS or GTHS certificate.

12 Activities on RE Training

13 Cont,

14 Cooperation with International and Regional Organizations
cooperation with EXIDE and Warre Indian Companies for the testing and standardization for solar products MOST is cooperation and collaboration with GEGG to establish CoEG for green energy Cooperation with REAM, MES, Green Lotus and others to promote RE activities in Myanmar

15 Cooperation with ADB and NEMC for implementation of the National RE Roadmap

16 Cooperation with GIZ, UNDP, RESP, EEP Mekong, and ASEAN countries for research works
Cooperation with GIZ and financial support of kfW Bank for the advanced training course

17 The 3rd ASEAN RE Week meeting were successfully held and hosted by DRI at Inyar Lake Hotel on 23rd to 27th March in 2015

18 Cooperation with MOST P. R
Cooperation with MOST P.R. China for the Matchmaking on China Myanmar Technology Transfer of RE sector and MOST P.R. China-(G to G) programme coordinated by DRI. joint research activities cooperation with TYSP, P.R.China and NEF, Japan

19 Barriers to RE Development
Requirement in Laboratory equipments and facilities for doing research and innovation of RE sector very initial stages in RE technology and applications and also need technical assistance from international organizations. also need to support Lab equipments and facilities for Training course on RE. Limited budget is used for implementing of the RE function. need the financial assistance to be more development of RE works from international agencies such as GIZ, UNDP, ADB etc need consultant for formulating of Myanmar RE policy and roadmap Less number of HR (researcher, technicians and skillful workers)

20 Conclusion Solar energy or micro-hydro systems that provide electricity and mechanical energy for pumping or irrigation. they simultaneously improve energy security and enhance agricultural productivity Similarly, deforestation related to fuel wood collection continues to ravage Myanmar’s forests and mangrove species but improved cook stoves and biogas potential both expand access to cleaner and more efficient sources of heating and reduce those very rates of deforestation Ensure that the energy efficient/renewable energy technology products and installations meet approved quality standards and code Develop renewable energy Pilot Projects and Rural Renewable Energy access Programmes Develop policy and guidance for Independent Power Producers (IPPs) Support and strengthen establishment of renewable energy database

21 Thank you Renewable Energy Research Department
