13 Low/Mod Income Limited Clientele (LMC)
Provides benefit to a specific group of persons who are generally presumed by HUD to be principally low/mod income persons. Disabled persons Abused children Elderly persons Battered spouses Homeless persons Illiterate adults Eligible Activities abused children, battered spouses, elderly persons, severely disabled adults (see Basically CDBG for States (April 2012) 3-11 HUD, Office of Block Grant Assistance Chapter 3: National Objectives the box below), homeless persons, illiterate adults, persons living with AIDS and migrant farm workers; or Accessibility improvements to facilities serving LMC ADA upgrades Chair lifts Grab bars

14 Low/Mod Income Jobs (LMJ)
Creates/retains permanent jobs, >51% of which are held by low/mod income persons Jobs counted on a full time equivalent (FTE) basis Only permanent jobs count (no construction jobs) Requires concrete commitment to job creation Heavy documentation burden Written commitment from business Tracking of applicants Document actions taken to ensure low/mod person receive first priority HUD requires plan “consolidated” across different grant programs including CDBG
