3 INTRODUCTION Indicator Data Population 10.8 million (2014)
How large is the country? 27,834 km2 Main sector of the economy The Economy is predominantly based on agriculture, which accounts for just over 30% of GDP and employs around 90% of the population Population density 350 persons/ km2 (2015) with annual growth rate of 3.3% Access to electricity urban-rural and Installed capacity 10% ( rate of electrification 28% urban and 2% rural) 70MW Energy consumption The total energy consumed consists of electricity at 1.3%, petroleum products at 2.5%, and biomass at slightly over 95%. Centralised or liberalised electricity sector Generation liberalized since 2015 but other segments centralised Bundled generation, transmission and distribution? Whole system bundled Existence of renewable energy IPPs Yes Electricity tarif f 8.8 USc for Residential ; 11.51USc for Commercial and 9.2 USc for Industrial. But from September the average tariff for the whole sector is 0.20USc

8 KEY POLICY, REGULATORY AND INSTITUTIONAL FRAMEWORK
Burundi has established elements of supportive policy frameworks to spur private investment in energy sector (Electricity law, PPP Law, Investment code, Regulatory establishment law, etc. The regulator has the mandate of: licensing, tariff setting, disputes handling, etc. A new tariff structure is going to be implemented: average of 0.20 Usd/kWh from September 2017 3 IPP have signed PPA for solar and thermal energy generation and they will be issued license. Etc.

9 KEY POLICY, REGULATORY AND INSTITUTIONAL FRAMEWORK
Ministry Of Energy and Mines /Ministry of Finance, Budget and Planning Ministry Of Energy and Mines /Ministry of Finance, Budget and Planning Legal and Regulatory Framework Electricity law (2015) PPP law No. (2015) Investment code (2008) Decree establishing AREEM (2015) Decree establishing ABER (2011) Decree establishing API (2009) Decree establishing PPP Unit ABER Owns and manages some mini-grids around the country (rural electrification, power distribution in rural areas DGE Energy and RE policy planning

10 KEY POLICY, REGULATORY AND INSTITUTIONAL FRAMEWORK
Ministry Of Energy and Mines /Ministry of Finance, Budget and Planning Ministry Of Energy and Mines /Ministry of Finance, Budget and Planning Legal and Regulatory Framework Electricity law (2015) PPP law No. (2015) Investment code (2008) Decree establishing AREEM (2015) Decree establishing ABER (2011) Decree establishing API (2009) Decree establishing PPP Unit AREEM Licensing, tariff setting, disputes handling, etc. in the electricity sector (on-grid and off-grid) REGIDESO Generation, transmission and distribution of electricity in urban areas (National Utility) IPP Generation and selling power to the Utility (according to PPA and Licensing framework)

11 CONCLUSION: gaps and barriers
With regards to gaps and barriers that work as an impediment for sustainable integration and development of Energy projects and RE, we can highlight the following: The new electricity law does not have the legal supporting tools which also integrate incentives to attract and entrust private investment and secure equity and loan facility; IPPs feel the weight of an incomplete regulatory framework due to poor cross-government understanding and inconsistent application of the law. Technical and financial assistance to the newly established regulator should be prioritized;

12 CONCLUSION: gaps and barriers
Utility that hardly comply with newly established regulatory framework  Long process of project development due to difficulty of access to significant amount of credit or concessional loans; Incomplete technological know-how related to RE technologies and solutions; Etc.
