2 The role of Regional Offices in Frequency Management The Regional Offices manage and coordinate with States on the utilization of :- - HF frequency band KHz which is allocated to NDBs COM LIST No.1 - VHF frequency bands MHz and MHz COM LIST No.2 - VHF frequency band MHz AM[R]S Air- Ground COM LIST No.3 All the COM LISTs are prepared and published by ICAO Western and Central African Office for AFI Region.

3 COM LIST No.1 The layout consist of the Introductory part, {A}, which provide means for estimating the minimum acceptable difference between the radio frequencies of two NDBs which are geographically separated by a specified distance. Part 1:- Consisting of Alphabetical list by country of Radionavigation Aids in the LF/MF Band. Page 1 of the Part 1 contains a list of AFI States and their ICAO Country Codes. The rest is the table with 9 columns.

Column 2: The frequency of the equipment in the LF/:F band Column 3: The code designator of the facility Column 4: The type of equipment, NDB or L Column 5: The geographical co-ordinates of the location Column 6: Category of the facility ICAO –if the Implementation is in accordance AFI Air navigation Plan Operation Characteristics In accordance to Annex 10. NAT –National i.e. other categories. Column 7: This column shows the coverage in NM Column 8: Transmitter power when known Column 9: Remarks Part 2 is the list by order of frequency of the Radio Navigation AIDS.

6 Status of NDBs There is a gradual withdrawal of NDBs in AFI
Status of NDBs There is a gradual withdrawal of NDBs in AFI. New installations of NDBs are discouraged unless there is a special need like PANs OPs COM List No.2 List of facilities Operating on Frequencies in the Bands: MHz MHz The list is presented in three parts with a prelude of the relevant Annex 10 SARPs [Vol.1, Part 11, para and 4.2] dealing with the utilization of the frequencies in the band MHz and the Annex 10 guidance material concerning geographical separation for co-channel assignments. VOR should be in the band MHz

7 Criteria for geographical separation of VOR and/or VOR/DME in AFI Region
AFI Limited RAN [COM/MET/RAC] Meeting 1988 Lome, adopted the following criteria:- for VORs required to serve en-route flight operations up to FL 500, geographical separation of: for co-channel 550 NM between 200 NM/FL 450 facilities for adjacent channel 220 NM. for VORs required for use in terminal areas 40 NM/ FL 250m geographical separation of 200 NM for co-channel and 60 NM for adjacent channel. for VORs required for use in final approach and landing 25 NM/FL 100 geographical separation of 130 NM and 30 NM for adjacent channel.

8 ILS The prelude has a list of pairs of glide and localizer frequencies to select from. Part I:- National and international assignments in Country order. Page 1 of Part I consists of AFI countries and their 3-letter codes. The table consists of 12 columns:-

Column 10: The status of operation or date planned for Implementation of the facility Column 11: The status of operation or the date planned for implementation of the DME or TACAN Column 12: Remarks

19 Difficulties in updating the COM LISTs
Inadequate information from States Constant changes in names of aerodromes Reuse of frequencies without consultation with the Regional Office.

20 Future Spectrum Management in AFI
Promotion of ICAO positions at ITU WRCs Updating of guidance material contained in ICAO Doc 9718 Development of appropriate software to be made available to the States in order to provide them with direct and automated assistance to frequency planning, access to information and data on frequencies used. Hopefully it will lead to improved frequency utilization.
