6 Challenges and Achievements : IGR structures
Municipal Drought Assessments conducted; In November 2015, the NDMC was requested to classify the drought occurrence as a provincial state of disaster Response: January 2016, a local state of disaster, West Coast and Central Karoo (agricultural) and Oudtshoorn, Prince Albert, Witzenberg (hydrological) Response: 25 April 2017, NDMC confirmed the classification a Provincial Disaster. On 24 May 2017, a provincial state of disaster was declared under Provincial Notice 112/2017, published in Provincial Gazette 7771.

7 Achievement: Preparedness and Planning, Day Zero
Activation of PDMC commenced from 7 November 2017 – 6 December 2017 Maximise the protection of: Human Life, Public Health, Social Well-being and Safety & Security, of every resident of the Western Cape, in the Drought Disaster; Protect and sustain stability of critical Infrastructure: Prioritising infrastructure essential for the above, through service-delivery priorities; Risk Management: Ensure maximum mitigation of the following risks, flowing from the Drought Crisis, and associated impacts: Water Security Risk: Access to sufficient water to drink and maintain health and hygiene; Optimising essential mandated service delivery, through the Drought Disaster; Humanitarian Security Risk: Access to appropriate humanitarian assistance amidst complex disaster scenarios; Economic Security Risk: Protect the economy, livelihoods and economic opportunities; Safety & Security Risk: Enable Constitutionally-guaranteed rights;

Information Management: Maintain situational awareness through systematic and planned processes for tasking, collecting, processing, analysing & dissemination; Inter-Governmental, Inter-Agency, Whole-of-Society Response: Manage a coordinated response; Support any request for assistance with maximum possible responsiveness; Stakeholder Communications: Inform stakeholders and media to enable a sustained ‘Whole of Society” response to the Drought Disaster, and associated impacts.

9 Achievement: Water Augmentation and Demand Management
Coordinate the actions of the WCG with all the 29 Municipalities in the Province to ensure water security by proactive intervention. Engagements/assessments with municipalities and key stakeholders to assess & update current drought status DWS Department of Agriculture, Department of Economic Development and Tourism, Local Business Chambers, Local Agriculture representatives etc. Assistance with municipal budget reprioritization towards the drought.

Monitor, support and evaluate water augmentation and water demand management projects. Provide technical advisory services. Provide SCM/emergency procurement advise Provide a financial contribution toward water augmentation projects. Identify and solicit other funding opportunities.

Assist with awareness campaigns through various media platform such as local radio stations, road blocks, sharing of media material and banners. Development of standardized water restrictions template Development of Provincial Drought Dashboard Appointed Geohydrologist to provide geohydrological services to municipalities and to monitor groundwater levels to ensure the sustainable abstraction from aquifers. Dedicated support given by the Department of Transport & Public Works to ensure water availability in Hospitals and Schools.

17 Role of the DWS in the WC Drought Response
Regular DWS – MEC – Mayor (s) – Premier engagements Strategic level - DWS active involvement in provincial and local IGR forums; and - DWS participate in strategic planning wrt augmentation, optimization and demand management Operational level - DWS provide technical advise and support with the provision of equipment and additional technical capacity (Desalinization) - Initiate projects, drilling of bore holes, clearing of weirs and canals - Fast track required WULAS - Regulate illegal abstractions - Undertake technical assessments with Provincial teams - Water augmentation register, negotiations for resources

20 Status of Provincial intervention: Beaufort West
Assessment and verification of drought impact on dam levels and water supply schemes: complete Appointment of Hydrologist services: complete DLG assigned an Engineer to assist the Municipality e.g Planning, Project plans and Tender specs MIG funding reprioritised and secured R23m from Rural Development and Land Reform Equipping of Boreholes DLG contribution of R 5.3 million Liaising with NGO’s and NPO’s which are drilling boreholes and equipping the boreholes for water augmentation support in the Municipality drought projects. “The Municipality is currently experiencing a severe Drought and this has impacted on the water supply to the town. The financial support received from the Department has helped the Municipality to augment its current water resources” - Mr K Haarhoff, Municipal Manager: Beaufort West. Assessment and verification of drought impact on dam levels and water supply schemes : complete Appointment of Hydrologist services: complete DLG assigned an Engineer to assist the Municipality to assist with critical water augmentation projects e.g. Planning, Project plans and Tender specs Raw water augmentation to mitigate drought crisis in town, DLG contribution of 3,8 million. Secured RBIG funding for new Swartberg Dam and obtained approval to waive counter funding for waiving application Co-ordination and communication with local farmers to support communities with water relief in the area DLG seconded communications team to Municipality to support with drought communication campaign and communications strategy. Assessment and verification of drought impact on dam levels and water supply schemes : complete Appointment of Hydrologist services: complete DLG assigned an Engineer to assist the municipality e.g. Planning, Project plans and Tender specs Augmentation of Water sources (Equipping of boreholes and dewatering of quarry): DLG contribution R 3,6 million Charlesford pump scheme supported with planning and funding from DLG. Further funding applications have been submitted to the NDMC for the draught and fire disasters in the region. “The short-term measures, supported by grants received from the Western Cape Provincial Government, have improved the production and reduced the consumption levels, this stabilising the water management in the short term” – Mr K Chetty, Municipal Manager: Knysna. Assessment and verification of drought impact on dam levels and water supply schemes : complete Appointment of Hydrologist services: complete DLG assign an Engineer to assist the municipality e.g. Planning, Project plans and Tender specs Equipping of boreholes: DLG contribution 1,8 million NDMC support: R10.7 million 4 New boreholes completed and in the process of being operationalized for Kwanokuthula. 4 New boreholes completed and in the process of being operationalized for Uplands. 24 Status of Provincial intervention: Saldanha Bay
Langebaan Road Aquifer Langebaan Road Aquifer has potential to deliver 12Ml/d to Saldanha Bay Municipality. This project is supported by DWS, WULA approved. DLG allocation in support of project: R9m Tender for the construction of pipeline was adjudicated and is under construction. Elandsfontein Aquifer project funded and DLG allocated R16m in support

25 Summary: Support Interventions
Rural municipalities have been supported by the department and water security had been attained in the majority of these municipalities. Drought support summary 7 Feb 2018 (hyperlink).xlsb The focus has now shifted to the municipalities sharing the western cape water supply scheme with the City of Cape Town.
