5 Guidelines for ASEAN Audit and Certification of Food Hygiene and HACCP
How will the Guidelines for ASEAN Audit and Certification of Food Hygiene and Hazard Analysis and Critical Control Points (HACCP) be used ? Are these going to replace the guidelines used by Accreditation Bodies? How does this relate to ISO/IEC 17021:2011 Conformity assessment -- Requirements for bodies providing audit and certification of management systems ? How does this relate to the accreditation schemes operated by for HACCP Systems ? examples: DSM Malaysia (MS ISO/IEC & ACB-HACCP) SINGLAS Singapore (Food safety management systems – Requirements for bodies providing audit and certification of food safety management on ISO and HACCP) KAN Indonesia: ISO/IEC 17021:2006 or BSN Guide HACCP System Certification Body; 11/6/2018

Does PFPWG recommend adoption of other related CAC Guidelines by ASEAN? CAC/GL : Guidelines for the Exchange of Information between countries on rejections of imported foods CAC/GL : Guidelines for the development of equivalence agreements regarding Food Import and Export Inspection and Certification Systems. CAC/GL : Guidelines for the assessment of competence of testing Laboratories involved in the import and export control of food. . 11/6/2018

7 HACCP in the EU HACCP is required by EU since 2006 under Regulation No. 852/2004 HACCP is to be implemented by the food business operators There is no requirement for certification for HACCP, and certification is treated as private initiative that does not bind regulators. Regulators assess compliance to HACCP and may require changes to be made but do not formally approve HACCP. 11/6/2018

8 Recommendation on HACCP Guidelines
Accreditation bodies In ASEAN and globally have developed guides for accrediting HACCP and other Food Safety Management System (e.g. ISO 2200O) certification bodies HACCP certification is usually a private sector initiative. The International Organisation for Standards has published: ISO/TS 22003:2013 Food safety management systems -- Requirements for bodies providing audit and certification of food safety management systems that has the same scope as the ASEAN draft guidelines that is used by HACCP certification and accreditation bodies. ASEAN can utilise ISO/TS 22003:2013 directly and the development ASEAN Guidelines will be duplicative. 11/6/2018
