1 Offerings for design safety from harmonization
Session Name: Harmonisation of regulatory requirements Speaker Details: Jean Joubert (Principal Specialist: Design Safety, National Nuclear Regulator)

2 2nd NUCLEAR REGULATORY INFORMATION CONFERENCE
Presentation Outline Sources of harmonisation: IAEA, MDEP, WNA, MDEP, NEA, WENRA, CORDEL, CNRA, CSNI, ETC. IAEA Safety Standards WNA, CORDEL Multinational Design Evaluation Programme (MDEP)

3 Hierarchy of IAEA Safety Standards

5 2nd NUCLEAR REGULATORY INFORMATION CONFERENCE
Very simplified figure of a NPP showing a small subset of the main features

6 2nd NUCLEAR REGULATORY INFORMATION CONFERENCE
IAEA: The following fundamental safety functions (FSF) for a NPP shall be ensured for all plant states: Control of reactivity, Removal of heat from the reactor and from the fuel store and Confinement of radioactive material, shielding against radiation and control of planned radioactive releases, as well as limitation of accidental radioactive releases. Another FSF should be added: Control the amount of information

7 2nd NUCLEAR REGULATORY INFORMATION CONFERENCE
WNA CORDEL, 2013: Both the nuclear and aviation industries operate within global and highly regulated regimes, and share an overall goal of excellence in safety and reliability. In the civil aviation industry, safety has been greatly enhanced in the last decades, as indicated by a significant decrease in the fatal accident rate. A major contributor to this has been international standardization and harmonization of the design approval and change management procedures. It is therefore likely that a review of the regulatory processes of the aviation industry will be of benefit to the nuclear industry.

8 The Multinational Design Evaluation Programme (MDEP)
2nd NUCLEAR REGULATORY INFORMATION CONFERENCE The Multinational Design Evaluation Programme (MDEP) MDEP is a multinational initiative taken by national regulatory authorities tasked with the review of new reactor power plant designs.

9 2nd NUCLEAR REGULATORY INFORMATION CONFERENCE
Activities of MDEP An enhanced multilateral co-operation within existing regulatory frameworks, with a view to harmonisation of regulatory requirements and practices; Facilitating multinational convergence of codes, standards, and safety goals through interactions with standards development organizations, other multinational organizations, and industry; The implementation of the MDEP products to facilitate licensing of new reactors as well as oversight of their construction.

10 2nd NUCLEAR REGULATORY INFORMATION CONFERENCE
MDEP Objectives It is expected that the MDEP effort will also: Enable and encourage safer global standardised reactor designs; Facilitate co-operation between regulators on the design reviews of new reactors; Enhance public understanding of international progress toward harmonisation of safety goals.

11 2nd NUCLEAR REGULATORY INFORMATION CONFERENCE
MDEP Implementation Design specific working groups on each of the following designs: EPR, AP1000, APR1400, VVER, ABWR, HPR1000 Issue specific working groups on each of: Codes and Standards, Digital Instrumentation and Control, Vendor Inspection Co-operation

12 Work scope of design-specific working groups
