3 Review of LPAC MOY Procedures
LPAC’s are responsible for- following administrative procedures in guides provided by TEA making decisions on individual student basis working as a committee to make decisions maintaining required documentation LPAC Administrators please remember that the LPAC committee is responsible for: (read slide above)

4 LPAC Role In coordinating with subject area teachers on linguistic accommodations for STAAR/TAKS, the LPAC’s role should not be simply to make decisions and process paperwork The LPAC process provides opportunities for supporting teachers, guiding ELPS implementation, and determining needs for professional development for instruction Let us review the role of the LPAC committee: (read slide above)

5 Remember STAAR Participation and Linguistic Accommodation Decisions form must be placed in student’s blue folder in the cum LPAC Minutes of STAAR Decisions for Spring 2012 Test Administration form must be uploaded to school paper Remember to communicate all assessment decisions to your CTC LPAC Administrators please remember: - The STAAR Participation and Linguistic Accommodation Decisions form needs to be placed in the student’s blue folder in the cum. - LPAC minutes form for STAAR Decisions for the Spring of 2012 Test Administration must be uploaded to school paper by tomorrow Feb 29th. This will provide us with the opportunity to review and provide you with feedback on your minutes and testing decisions. If you are not holding your LPAC by tomorrow please send us an specifying the date you will be holding your MOY LPAC to ensure we are able to provide you with feedback in a timely manner. Please ensure that your testing decisions are made on an individual student basis and in accordance with Administrative procedures and TEA guidelines. - Remember to communicate all assessment decisions to your campus CTC.

6 School Paper/Terra Nova
remember to upload monthly minutes there was a browser upgrade done inactive usernames and passwords Terra Nova online upgrades We are continuously reviewing LPAC monthly minutes that have been uploaded into school paper. We will be sending you an detailing what documents you are currently pending to upload into school paper for the school year. School paper has gone through an internet browser upgrade. The system is now working on the Internet explorer browsers 7 through 10. If you are still experiencing difficultly logging into school paper please contact us so we can guide you through the process. Because of this upgrade some usernames and password may have become inactivated. Please contact us via and we will reestablish your access to School Paper. We also have experienced a software upgrade for the online Terra Nova test. Please contact David Akers or Jesus Lerma at the Help Desk in order to assist you with this software upgrade.

K–12: Listening Speaking Reading Writing All students in grades K-12 will be assessed in the following domains: Listening, Speaking, Reading, and Writing

9 Key Dates for Holistically Rated Components
All teachers who will be raters and verifiers at your campus should have already been trained at this time. The deadline date to provide Rater & Verifier training on Administration Procedures was February 20th. Please ensure all training has been completed at this time. Please remember the TELPAS writing collection window was opened on February 20th. Campus’s can begin to collect writing samples, but please remember they are not to be rated until the assessment window opens beginning March 19th. Calibration sets 1 & 2 also became available online on February 20th. Please ensure returning raters are going through the online calibration activities at this time. If teachers are unsuccessful with the first two calibrations sets, they will need to attend a face to face training with us at the DSC and at this time they will go through the 3rd attempt at calibrate. Some important TELPAS dates in the future are: March 19th through April 11th is the TELPAS Assessment Window. Please remember our district Spring Break is April 2nd through April 13th. The assessment window for the High Schools will be will be 3/19 through 3/30. Please ensure all student have been tested with the online Reading component and all Holistic ratings have been competed and verified at this time. An extension has been provided to the Elementary and Middle schools of April 16th through April 20th . The online Reading test and the rating and verifying of all TELPAS holistic components must be done between these windows.

10 Establishing Procedures to Ensure Validity and Reliability
Ensure procedures are in place and documented for validity and reliability (Refer to pages T-24 to T-25 of the TELPAS Coordinator Manual) Written documentation of the procedures must be kept with your other training documents such as oaths etc. Administrators please ensure your campus has measures for checking the validity and reliability of the Holistic rating process during the TELPAS administration. You can refer to pages T-24 to T-25 of your TELPAS Coordinator Manual for the options available to ensure Validity and Reliability Written documentation of the procedures your campus will follow to ensure Reliability and Validity on the Holistic rating process at your campus must be kept with your other training documents such as your campus oaths.

11 This flow chart guides you through which training New Raters and Returning Raters are required to go through. New raters must complete the Online Basic Training in their grade cluster and also calibrate in their grade cluster. Returning rater only need to calibrate in their grade cluster. Ensure raters are attempting to calibrate in their appropriate grade cluster and are not calibrating in a cluster they are not rating in. Example: If I am a 5th grade teacher I would attempt calibration only in the 3-5 grade cluster. If Returning Raters and New Raters fail both calibrations sets they must attend face to face training with us and at this time they will attempt the third calibration set. If teachers fail the third calibration set they may still serve as raters but will be required to receive rater support to ensure their ratings are consistent with the PLD’s. These teachers will need to collaborate with another teacher who has successfully passed the calibration to rate their students. You can refer to page 17 of the TELPAS Rater Manual.

12 Paraprofessionals may NOT serve as raters
Who can rate? Teacher designated to be the official rater of ELL student must: Have the student in class at the time of the spring assessment window Be knowledgeable about student’s ability to use English in instructional/informal settings Hold valid education credentials Have been appropriately trained in the holistic rating process & calibrated Rate the student in all eligible language domains Teachers who will be rating students must have the students in their class room during the Spring assessment window and they need to be knowledgeable of the students Second Language proficiency in an instructional and informal setting, they must hold valid educational credentials, they must have been appropriately trained in the Holistic rating process and been successfully calibrated, and finally, rate the students in all eligible domains (if the teacher rates the student in Listening then the teachers must continue to rate the student in all other domains). Paraprofessionals may not serve as raters. Paraprofessionals may NOT serve as raters

13 Raters who do not calibrate within first two sets…
Must attend supplemental training Third set open February 29th (code required) Please have teachers register online Supplemental Training Dates: February 29, 2012 March 6, 2012 Raters who were not successful in calibration one and two must attend supplemental face to face training at the DSC on either February 29th or March 6th. Training begins promptly at 8am and will consist of a full day of training. At this time we will provide teachers with the opportunity to attempt to calibrate a 3rd time. Please ensure teachers have signed up for one of these dates.

14 Which students must be rated?
ALL ELL students in grades K-12, including students with parent denials, are required to be assessed in listening, speaking, reading and writing through the holistic rating process. All ELL students grades K-12 including parent denials are required to be assessed in all domains. Including the Listening, Speaking, Reading, and Writing.

15 Assembling Writing Collections
5 writing samples One narrative about a past event Two academic from math, science or social studies May be collected February 20th (not rated) Reflect students current proficiency level Include students name and date Cover sheet/verification checklist w/ collection Come from authentic classroom activities Assembled by classroom teacher When collecting student writing please verify we are collecting the appropriate samples. 5 writing samples for each student need to be collected to include: One past tense narrative, and two writing samples from two different academic content areas (math, science, or social studies). The other two samples of he 5 can be any other student writing samples. We highly encourage collecting more than the 5 samples and then selecting the best 5 of the students writing samples. Remember the window for collecting samples opened Feb 20th Samples must include the students name and date and provide a cover sheet/verification checklist with the students collection that will be rated and verified. Ensure samples are authentic classroom activities and not written on “TELPAS Writing” days. We have had several calls regarding TELPAS collection of writing samples. We are not allowed to pull students out for writing prompts. Please refer to your manual for further detailed information.

16 AVOID the following: Copied text Use of dictionary or thesaurus
Corrections (editing, revising, etc.) Writing in native language Worksheets or Q&A assignments Photocopies Papers that are brief, incomplete or writing that looks rushed Please avoid the following: (read slide)

17 Verifier Designated by campus testing coordinator
Complete online training Verify writing samples per student Complete & sign verification checklist Your campus verifier will be designated by your campus CTC and your campus verifier must have completed the online verifier training. Verifiers will not adjust or change writing sample ratings, they are only to check for the items listed in the Writing Collection Verification Checklist. TELPAS raters and paraprofessionals are NOT permitted

19 Policy Change Second Semester Immigrant Non-English Readers
ELLs in grades 2–12 who first enter U.S. schools in second semester are no longer permitted to receive automatic score of beginning without taking TELPAS reading test Now required to take test Will receive scores based on test performance Administrators please remember that ELLS in grades 2-12th who first enter the U.S. in second semester will be required to be rated and will no longer be receiving an automatic rating of beginning.

20 Policy Change Newly Enrolled ELLs
“20-day rule” gone Not necessary with new shorter testing window New policy: No holistically rating ELLs from other Texas districts, states, or countries who enroll on or after first day of testing window (March 19) Unchanged: 2–12 reading test still required New policy changes that are in effect for newly enrolled ELL’s are: The 20 day rules is gone and is no longer necessary due to the shorter testing window New students who enroll on or after March 19 th will not be required to be rated in the Holistic domains of Listening, Speaking and Writing but will be required to take the online Reading test.

21 Guiding Principle Students who Move
If new ELL enrolls before March 19 (start of testing window), receiving campus responsible for all assessments If new ELL enrolls on or after March 19, receiving campus only responsible for grade 2–12 reading test (if not already administered) Applies whether new student is from another school district, state, or country New students who register before March 19th, the receiving campus will be responsible for all assessment areas to include Reading, Writing, Speaking, and Listening New students who enroll on or after March 19 th will not be required to be rated in the Holistic domains of Listening, Speaking and Writing but will be required to take the online Reading test. This applies whether new student is from another school district, state, or country.

23 Pre-K & K Registration Dates
April 2nd - 5th for pre-K & Kinder Remember DO NOT LPAC at this time TIAs will screen new students social (listening & speaking)and complete battery of test (if they score a 1, 2, 3 or 4) TIAs training March 9th a.m. / p.m. sessions Additional information has been provided to your Principal Pre-K and Kinder Registration dates are as follows: April 2nd – 5th Please remember not to LPAC these students at this time! The TIA’s will screen new students in the social (Listening & Speaking) domains of the SELP test and will complete the rest of the battery if the students score a 1,2,3, or 4. TIA’s will be provided training in reference to Pre – K and Kinder registration on March 9th and may attend either an a.m. session or a p.m. session. Please have your campus TIA’s check their for further information. Additional information was provided to your campus principal during Leadership.
