Pathways for reinforced cooperation : Using ESF indicators in the JAF/EPM assessment of the efficiency of Active Labour Market Policies Building on existing links within DG EMPL country desks Delivering input to EMCO Multilateral Surveillance, on national level (preparation) and European level, and within the Commission Strengthening “feeding in” from ESF projects to NRPs Improving formulation of CSRs to strengthen possibilities for ESF to contribute to them Drawing on good practice identified through Multilateral Surveillance and the Mutual Learning Programme (database) when designing ESF policies ec.europa.eu/social/mlp  Linking policy guidance and implementation through the ESF

6 The Youth Guarantee Council Recommendation
"monitor the implementation of Youth Guarantee schemes pursuant to this Recommendation through the multilateral surveillance of the Employment Committee within the framework of the European Semester, and analyse the impact of the policies in place, and address, where appropriate, country-specific recommendations to Member States, on the basis of the guidelines for the employment policies of the Member States" EMCO Approach : Analysis Surveillance

7 Monitoring through the JAF/EPM
Three levels of monitoring Aggregate or macroeconomic indicators NEET rate as main indicator (with accompanying information on NEET subgroups) Other supplementary indicators (work in progress), e.g. Youth unemployment ratio, Youth activity rate, Youth unemployment rate / Overall unemployment rate All data on a yearly basis Age group will also be monitored Input/process indicators (implementation stage) Administrative data LMP database Non-registered young people Follow-up indicators LMP database (but known issues) ESF contribution ? ESF contribution ?

8 Multilateral Surveillance
Thematic review on youth on 2 December 2013 : On the basis of the CSRs for BE, BG, EE, ES, FI, FR, IT, LV, LT, LU, HU, PL, RO, SE, SI, SK, UK On the basis of draft YGIP for these countries + other volunteers With implication of Education Committee and HoPES Reporting to December EPSCO Council Country review of the National Reform Programmes : Specific attention for Youth (Guarantee) Reporting to June EPSCO Council Further Multilateral Review after the implementation of the Guarantee
