4. ICLEI’s CACP Software and Limitations
This software calculates the GHG emissions produced by energy use, fuel use, and solid waste disposal at both community and government levels. The CACP Software calculates carbon dioxide (CO2) emissions directly from the amount of fuel or energy used.
ICLEI’s CACP Software and Broward Inventory LimitationsEmissions from sea-faring vessels, recreational watercraft, fuel powered, lawn equipment, construction equipment, farming equipment, off-road motor vehicles, agricultural activities, deforestation, prescribed burns, and other direct emissions were not included due to difficulties in collecting operational data and lack of methodology associated with these categories.

5. Inventory Methodology
ICLEI’s Clean Air and Climate Protection Software and the FAA Emissions and Dispersion Modeling System
Year 2007 was selected based on the most current, reliable data available.
ICLEI provided technical support and reviewed the draft report.
Followed the International Emissions Analysis Protocol developed by ICLEI and the Clean Air and Climate Protection (CACP) Software User’s Guide.
The emissions inventory was based on activities that directly produce GHG emissions within Broward County.
2007 was selected based on the most current, reliable data available.
ICLEI supported us in compiling the inventory and using the model and review of the draft report.
Eli Yewdall of ICLEI reviewed the inventory and said, “I did not see any errors. It looks very good. Very clear, and well documented.

7. Residential Single and multi-family homes
Annual electricity consumption by residential customers in 2007.
Annual natural gas usage by residential customers in 2007.
According to the Florida Public Service Commission 3 utilities
Residential: single and multi family homes

8. Commercial
Offices, government buildings, educational facilities, and businesses.
Annual electricity consumption by commercial customers in 2007.
Annual natural gas usage by commercial customers in 2007.
It also includes government facilities

9. Industrial
Asphalt plants, industrial processing, flares, incinerators, turbines.
Annual electricity and fossil fuel consumption by industrial facilities in 2007.
Annual natural gas usage by industrial facilities in 2007.
Majority of emissions from industrial sector come from industrial electricity and fossil fuel use.
Examples of fuel combustion: asphalt plants, industrial processing, flares, incinerators, turbines.

10. Transportation
The Transportation sector includes on-road and off-road emissions.
On-road emissions: Based on vehicle miles traveled. GHG emissions were calculated using Annual Average Daily Traffic data generated by FDOT monitoring sites located throughout Broward County.
Off-road emissions: Based on fuel consumption by the four major railroad companies that operate in Broward County: Florida East Coast Railways, CSX Transportation, AmTrak, and Tri-Rail.
Explain types of vehicles: all on-road vehicles including buses, trucks, cars, motorcycles within the Broward County

11. Waste
Virtually all the waste that is generated in Broward County is handled through Broward County’s landfills, waste-to-energy plants, and recycling programs.
Based on tons of waste and material type processed in the above facilities.

12. Other - Aircrafts
Emissions from airplanes were determined using the FAA Emissions and Dispersion Modeling System.
