5 The Defense Casualty Information Processing System (DCIPS)
A DoD system that provides all Services with a single, standard automated support system for: Casualty Mortuary Affairs Repatriation of personnel or remains Allows management of casualty and next of kin information. Provides a journal to chronologically record a case history on each casualty. DCIPS is composed of three subsystems as follows: DCIPS-Casualty Manager (CM): HRC/CMAOC level database. DCIPS-Casualty Reporting (CR): Theater CAC version that creates, edits, and submits casualty messages to CMAOC. DCIPS-Personnel Casualty Reporting (PCR): DCIPS-PCR is web-enabled and will be used by theater personnel responsible for casualty reporting. DCIPS-PCR replaces the DCIPS standalone component known as DCIPS Casualty Forward (DCIPS-CF). SHOW SLIDE 5: THE DEFENSE CASUALTY INFORMATION PROCESSING SYSTEM (DCIPS) a. DCIPS is used by all services to send casualty reports electronically and at CMAOC level to maintain casualty information, such as information pertaining to LOD, decedent’s next of kin information, burial, mortuary and memorial affairs, and information about the disposition of the decedent’s remains. (1) DCIPS-CM is the CMAOC level database which receives the DCIPS-CF or DCIPS-CR reports from the Theater CAC. This is a much larger database enabling casualty personnel to manage all reported casualty cases. (2) DCIPS-CF is the casualty database subordinate reporting commands use to create casualty reports and transmit them to the Theater CAC. (3) DCIPS-CR is a new web-based casualty reporting system that will reduce the need for DCIPS-CF while providing reporting units real-time casualty and personnel information online. DCIPS-CF will remain for emerging theaters of operations and where network response is not adequate to support web-based reporting.

6 Major Change from DCIPS-CF
What Happened to DCIPS-CF? MILPER DCIPS-CF was a legacy component of DCIPS that was built using a standalone Microsoft Access database application for use on individual personal computers. Wide-spread distribution of DCIPS-CF through various media before the introduction of web-enabled DCIPS perpetuated the use of DCIPS-CF instead of web-enabled DCIPS. DCIPS-PCR replaced DCIPS-CF effective 1 October 2017. SHOW SLIDE 6: MAJOR CHANGES FROM DCIPS -

7 Accessing DCIPS-PCR The primary web addresses for DCIPS-PCR. (Any one of the below web addresses may be used) What if the DCIPS-PCR web site is not working? Time is of the essence when reporting casualties. Follow Quick Troubleshoot below: First, check the URL. Make sure there are no characters after the ‘.mil’ Second, if the URL is correct, then try one of the other DCIPS website URLs listed above. If another one works, then use it. Third, if none of the other DCIPS websites are working, then try another military web-site, i.e., one with a .mil domain. If other military websites are working, then try using another person’s computer. Fourth, if still not working, then check with your supporting casualty headquarters and report the problem and ask how they want you to report the casualty. SHOW SLIDE

8 DCIPS COOP & Training Sites
DCIPS-PCR Continuity of Operations (COOP) Web Addresses/URLs The following web addresses provide DCIPS with COOP capability in the event the primary web sites are unavailable: DCIPS-PCR training web address Under no circumstances will real personnel names or SSNs be entered into the training site. SHOW SLIDE Note the purpose and availability of the COOP websites. Prompt students to open their browsers to the DCIPS-PCR training site.

11 Initiating a Casualty Report
Start at training site PCR Registration SHOW SLIDE 10: DCIPS-CF VERSION 8.0 (MAIN MENU) NOTE TO INSTRUCTOR: At this time have the students log into the DCIPS training web site to follow along as you discuss and review the upcoming slides. Follow the green arrow prompts. i. DCIPS-CF Version 8.0 Main Menu consists of the following choices: (1) Hasty Report Option: Allows the user to quickly enter a casualty report with only the essential information; required fields are highlighted in blue. Report is submitted to higher as an initial report. (2) Multiple Casualty Incident Option: Allows the user to create, edit, and assign casualties to multiple casualty incidents. (3) Casualty Main Listing Option: Shows list of all casualty reports to edit, export/import, or . (4) Archive Maintenance Option: Allows the user to archive casualty records and remove them from the user’s list of casualties on the Casualty Listing Form. Casualty records that have been closed are moved to the Archive Maintenance screen. (5) Database Administration Option: This option provides four basic functions to manage the user’s database: a. Copy the database. b. Upgrade to a new version of DCIPS-CF. c. View lookup codes used to populate data choices. d. Import/update new lookup codes. (6) Management Reports Option: Provides the ability to print a list of casualty reports. Reports can also be exported and saved as a Microsoft Excel spreadsheet.

13 DCIPS-PCR Home Page SHOW SLIDE: Item Description 1
Indicates the casualty reporting unit you are reporting from and the logged on user, e.g., “PCR Army CENTCOM AOR” and “JOHN.J.JONES.” On the training system the text “***TRAINING ONLY***” will appear at the top of each DCIPS-PCR page. 2 The “New Casualty” link takes you to the Hasty Report page to create a new initial casualty report. 3 The “Queue” link takes you to a detailed listing of all your entered casualty reports. The “Help” link takes you to the online help. 4 Displays the current logged on user same as Item 1. Also displays the current casualty reporting unit, e.g., “PCR Army CENTCOM AOR”. 5 Summary for Reporting Unit. 6 Lists casualty reports processed by Service Headquarters. 7 Lists casualty reports rejected by Service Headquarters. 14 Creating a New ‘Hasty’ Casualty Report
Report Field Type Description Initial (INIT) An initial casualty report for an incident involving a Soldier or other reportable casualty. Supplemental (SUPP) A subsequent, or supplemental, casualty report on an Soldier or other reportable casualty that was previously submitted, i.e., an INIT report. Progress Report (PROG) A progress report is a type of supplemental casualty report. A progress report is used to update the medical status of a Soldier or other reportable casualty as he or she receives medical treatment. Status Change (STACH) A status change is a type of supplemental casualty report that is typically used to report a Soldier or other reportable casualty whose status changes from living to deceased, e.g., VSI to Deceased. SHOW SLIDE: Have students fill in the Hasty Casualty Report. There are two fields that trigger the hiding or display of additional fields - the Inflicting Force Field and the Casualty Status field. Therefore, the Hasty Report will look slightly different based on the combination of these two fields. The Mark as Ready Check Box indicates that the report is ready to be submitted to the next reporting level. Press the Add Push Button to save the report you just entered. If you make a data entry error, then error messages will be displayed. You must correct the errors and then press the Add or Update push button to save the report. The Add and Exit Push Button will perform the same function as the Add push button except it will return you to the DCIPS-PCR home page. The Next Push Button will save and add a new record and, assuming no data entry errors on the Hasty page, will take you to the File Attachments page.

15 Adding Attachments SHOW SLIDE: Adding Attachments
You may attach additional files by pressing the Add File Attachments push button again. The Edit push button is used to edit the fields listed for that attachment. The Delete push button will delete the file attachment. Selecting the File Name link will download the file that is attached. The Date Entered field indicates the date the file was attached and is expressed in server time - not local time. This field cannot be edited. Once you have finished adding file attachments you may select the Hasty link to return to the Hasty page or the Home link to return to the DCIPS-PCR home page. You may also click on the Queue link to return to the Queue page that lists the casualty reports you created.

16 Queue Page SHOW SLIDE: Queue Page The DCIPS-PCR Queue Page lists the casualty reports that you have created. DCIPS-PCR users only see reports they have created for the past 90 days by default. 1. The queue can be filtered by status by clicking on the links in Item 1.

17 DCIPS-PCR Queue Statuses
Description Report Editable New Report was just created. Similar to Editing status. Yes Editing Report is being edited. You may save the report and return to edit it at a later time or “Mark as Ready” and submit it. Ready Report has been marked as ready and may be submitted. The report may still be edited by selecting the report on the Queue page and pressing the Edit push button. Submitted Report has been submitted. You cannot change the report once it is submitted. If a change is made or requested by higher headquarters, then you can select ‘Replicate’ to create a supplemental report and then submit the supplemental report. No Processed Report has been loaded into the master DCIPS database by the Service casualty headquarters. For Army this is Casualty and Mortuary Affairs Division, Human Resources Command. Rejected The report has been rejected by the Service Headquarters. SHOW SLIDE: Queue Statuses Explain Queue Statuses

18 Submitting the Report 1. Select the report then click ‘Submit’ button.
Unit to which the report will be submitted. Double check to make sure this is the report you want to submit. Select appropriate units to receive an information copy depending on local policy. SHOW SLIDE: Submitting the Report Select the report then click ‘Submit’ button. Submit page provides one more chance to verify submission of the report and the ability to send information copies to other organizations with access to DCIPS.

19 Confirming Submission of Report
Confirm status says ‘Submitted’ Creating a Supplemental Report: ‘Replicate’ button creates a copy to edit and submit using the same steps as previously. Sending Info copies: ‘Send Copy’ button Printing: ‘Report’ button Exporting the Queue list: ‘Export/Excel’ button SHOW SLIDE: Confirming Submission of Report Once a report is submitted it can no longer be edited. Selecting the report pressing the Edit push button will display the report in view-only mode. You must create a supplemental report to submit additional information.
