2 Crown Rūnanga Uri Hapū Relationships
Crown Treaty relationships challenged by NZ Maori Council, ILG & ICF Runanga or similar are the mandated statutory bodies to represent the interests of hapu. Usually established pre and reformed post settlement. Receive settlement assets to administer on behalf of hapu and all descendants. Elected representatives. Current structure is 22 representatives of 20 traditional and 2 urban/contemporary hapu (Auckland & Poneke) Uri – individuals. Citizenship. Entitled to normal services of Crown e.g. housing, education, health etc

4 KAITIAKITANGA MV Rena Freshwater reforms
Resource Management Act Review Te Ture Whenua Māori Bill Coastal Marine Title MV Rena – four year process. Recently attended mediation hearing with Environment Court. Constraints – consent granted to “dump” remains. Environment Court cannot direct removal as it was not applied for, and cannot direct a longer term of consent. Empower hapū rangatiratanga, while representing interests of the wider iwi. Runanga holds collective assets on behalf of iwi, however these resources may be required for outcomes particular to one hapū. Freshwater reforms – tension between being a “polluter” owning dairy farms, generating profit for iwi and kaitiakitanga. Recognising iwi rights and interests in accessing equitable share of allocable quantum – access to water and discharge consents RMA review – focus on keeping and enhancing processes that work and promote kaitiakitanga Te Ture Whenua Maori Bill – sweeping changes to facilitate “economic development” of “under utilised” Maori land CMT – working with hapu to make applications. Potential for “overlap” with other iwi/hapu. Potential to have one application for an overlapping area however would be up to the parties to administer, resource and come to decisions about.
