I will try to give you an overview on Main Armaments Objectives at the strategic level of command and the services. 9/19/2018 The RO GS place within the Armaments Planning Process Ministry of Defense Department of Defense Planning and Policy General Staff Armaments Department Acquisition Planning Recherché and Development Planning Coordination of Defense Industry Armaments Planning Operational Evaluation Defense planning within the allowed resources In the Romanian MOD, as you can see on the slide, The Department of Defense and Planning Policy is in charge with the defense policy enforcement, ensures the integrated defense planning and controls the research activity in its area of responsibility. The department draws up proposals for the Armed Forces financing budget and is in charge with its execution; The General Staff, which main responsibility is to provide the military management of the Armed Forces, is in charge with the elaboration of the armaments planning documents and with the approval and supervision of the operational requirements. The General Staff responsibility in the field of Armaments Planning is relatively new and generated a new structure of the General Staff that includes a new J.8 directorate with responsibilities in this branch. The Armaments Department Is in charge with military acquisitions and coordinates the research in its area of responsibility. General Staff Responsibilities 9/19/2018 National Security Strategy Level of Ambition White Book of Security and Defense Defense planning vs. allowed resources Military Policy Military Strategy Advise Armaments Strategy Armaments Concept Armaments Programs Concept Study Mission Requirements Operational Requirements Requirements Supervision Needs - Mission Requirements Technical Parameters This slide is to point out that the armaments programs represents the result of a very complex planning process that involves all the components of the Defense Planning System. The identified needs of the Romanian Armed Forces in the field of military equipments are based on the missions established in the military strategy and in accordance with the level of ambition established by the military policy. In the same time the mission requirement should be in accordance with the NATO and EU requirements and with the Romanian commitments to alias and partners. The Strategic Guidance and Objectives for armaments planning within the Romanian Armed Forces will be the subject of the new Armaments Strategy that will be elaborated at the General Staff level in the near future. This will represent the basis for the Armaments Concept that it will define the methodology and the system of armaments planning aimed to the implementation of FO’s. Last but not least, the Armaments Programs will be multi-annual programs designated to provide the Armed Forces with the military equipments in accordance with the level of ambition and mission requirements and will be executed through RO CHOD Directives - addressed to the services and subordinated commands for the execution in accordance with the priorities. 9/19/2018 Interaction between the Defense Planning Components Force Planning C 3 I Planning Armaments Strategy Armaments Catalog Armaments Planning Directives On this slide the Defense Planning components are represented in the form of a Puzzle game in order to point out the importance of close coordination among all the components of the defense planning system. It means that, when establishing the priorities, the armaments planning should be in accordance with the Programming, Budgeting and Evaluation Plan from the Defense Planning Directive. To abandon this working prerequisites could cause dangerous lacks of balance within the national defense system with implications over the national security. 9/19/2018 Armaments Planning Background 2008 – 2015 Operational integration in NATO and UE Continuation of the Major Armaments Programs in accordance with the Force Objectives and Armaments Strategy Acquisition of new military equipments 2016 – 2025 Full integration in NATO and UE Continuation of the acquisition of new military equipments Achievement of the required interoperability within NATO / UE. The background of the Armaments Strategy is related to the restructuring process of the Romanian Armed Forces during the next 2 stages as mentioned on the slide. 9/19/2018 Essential Strategic Guidance Provide firstly with new military equipments the deployed and the deployable forces Improve interoperability with the Allied forces Provide multidimensional protection of the forces in operation Include the logistic support within the acquisition contract Improve the capabilities for logistic sustainability Increase the capabilities of deployment and force projection to long distance The essential strategic guidance of the Romanian Armed Forces’ armaments strategy is concentrated on the provision with new military equipments the deployed and the deployable forces. The armaments should have an increased firepower and they should provide multidimensional protection. The acquisition contracts should include the logistic support during the product life cycle that will increase the capabilities of force projection to long distances, and also the capabilities for logistics sustainability. 19 September 2018 ROMANIA UNCLASSIFIED ROMANIA UNCLASSIFIED

9/19/2018 Essential Strategic Guidance Increase the reaction and joint action of the forces Improve the operational command - control capabilities Implementation of new technologies Initiate simultaneous all strategic programs Furthermore, the new military equipments should increase the reaction and joint action of the forces, should allow an improved command and control of the forces and the implementation of new technologies. 9/19/2018 Strategic Level Armaments Objectives Develop of the integrated C2 systems at all command levels; Initiate the implementation of C4ISR in all the units offered to NATO Reshape of the Romanian Military Communications System (RNMC) and Strategic Level Operational Radio Network (RRONS); Connection to NGCS, through RNMC, of all peacetime locations of the structures offered to NATO; Develop the mobile communication platforms for the Romanian units deployable in theatres of operation; Accelerate the provision of special operations and intelligence structures with equipments necessary for fulfillment of their missions; Implement the electronic warfare integrated systems; Extend the usage of the simulation systems during training activities and improvement of the digital geographic support; Implement the AILS & ADAMS; The armaments objectives at strategic command level are focused on the development of the integrated command-control systems at all command levels of the Romanian Armed Forces (the National Military Communications System (RNMC), Romanian Operational Radio Network (RRONS) conected to the NATO General Purpose Communications System (NGCS), and of all peacetime locations of the structures offered to NATO. The network should include the mobile platforms for communications for Romanian units deployed in theatres operation; The program designated to develop the equipment of the special operations and intelligence structures will be accelerated. A special attention will be given to same very important but not so visible programs aimed to Implement the electronic warfare integrated systems and the extension of the simulation systems during training activities by provision of the digital geographic support; The implementation of the Alliance Information Logistic System AILS and the implementation of the Alliance Mouvement and Deployment System ADAMS are considered to be essential for our participation in NATO-led operations. 19 September 2018 ROMANIA UNCLASSIFIED ROMANIA UNCLASSIFIED

9/19/2018 Land Forces Armaments Objectives Equip the forces with a new generation of APC’s and armored / not armored vehicles in order to enhance the mobility, fire power and the personnel protection; Modernization of the existing fighting systems, in order to improve the efficiency, protection and deployability; Equip the warrior with modern devices for communications and individual / collective protection; Improve medical capabilities ROL-2 Provide mobile command-control capabilities at tactical level; Equip the Armed Forces with NATO standard armaments and ammunition; Implement electronic warfare capabilities. The armaments objectives of the Land Forces consists in: the provision with a new generation of armored and not-armored vehicles, and also with multifunctional platforms, in order to enhance the fire power, the personnel protection and the mobility of the forces; We will continue the modernization of the existing fighting systems in order to improve the interoperability with NATO forces and the deployability in theatres overseas; The equipment of the warrior will be improved with modern devices for communications, self-protection and NATO standard armaments and ammunition. 9/19/2018 Air Forces Armaments Objectives Equip the forces with new multi-role aircrafts; Provision H/SAM, SHORAD, V/SHORAD Improve the System for Command and Control of the Air Space (SCCAN) , and integration in NATINADS; Provide the required equipment SAR; Improve the protection of airlift planes against ground attack; Equip the aircrafts and the air defence systems with IFF5; Modernization of the airlift helicopters. The armaments objectives of the Air Forces envisage the provision of new air defense capabilities, aircrafts with superior fighting capabilities, and with modern helicopters capable to fulfill combat and combat SAR missions; The Air Space Command and Control System (SCCAN) will be improved and integrated in NATINADS; A special attention will be given to equip the aircrafts and the air defense systems with Identification Friend of Foe System -IFF5. 13 Naval Forces Armaments Objectives
9/19/2018 Naval Forces Armaments Objectives Improve the submarine countermeasures capabilities Develop mine countermeasures capabilities Modernize type 22 frigates for fighting and escort capabilities; Develop the control and observation system for the area of responsibility of Romanian Naval Forces (SCOMAR); Provide a naval logistic component, with multiple possibilities of logistic support (materials, missiles, torpedoes, ammunition, fuel) The armaments objectives for the Naval Forces envisage the improvement of the submarine countermeasures capabilities through the acquisition of multifunctional corvettes and the development of maritime counter mines capabilities (MCM) through the acquisition of new generation minesweepers. The modernization of the type 22 frigates will continue aimed to improve the fighting and escort capabilities; We plan to develop the control and observation system for the area of responsibility of Romanian Naval Forces (SCOMAR) and to provide a naval logistic component, with multiple possibilities of logistic support (missiles, torpedoes, ammunition, fuel) 19 September 2018 ROMANIA UNCLASSIFIED ROMANIA UNCLASSIFIED

Details are shown on the slide. These programs includes the ongoing modernization programs and other programs designated to fulfill the objectives presented before. 9/19/2018 These programs are considered strategic because: are related to the national fundamental security interests and collective defense are providing the MMR of the Romanian Armed Forces and considered vital for the Romanian Forces deployed overseas implies important financial expenses never used in the last 15 years by the MoD These programs are considered strategic because are related to the national and collective fundamental security interests and they are vital for the Romanian Forces deployed overseas. In the same time, these programs are designated to fulfill the minimum military requirements of the missions assigned to Romanian Armed Forces in accordance with the level of ambition. According to the program “ high altitude surface to air missiles” the systems S-75 M3 “VOLHOV”, that will end the life cycle gradually until 2012, will be replaced by NATO compatible HSAM systems by the end of It is considered strategic program becouse the HSAM system represents a very important element for the provision of Alliance suveiragnity in the Romanian airspace, for protecting the High Value Objectives and the population against airattacks including balistic and cruise missiles. 19 September 2018 ROMANIA UNCLASSIFIED ROMANIA UNCLASSIFIED

9/19/2018 Provision time frame: Multifunctional corvettes Minesweepers Provision time frame: The program Multifunctional corvettes is designated to provide the navy with a capability for defense against the submarines attacks at the Black Sea Coast and for the participation in combat operations against terrorist attacks in the Black Sea and Mediterranean areas. The program Minesweepers is designated to protect against mines the maritime lines of communications, the sea ports of debarkation and to safeguard the civilian and military navigation in the Black Sea area. 19 September 2018 ROMANIA UNCLASSIFIED ROMANIA UNCLASSIFIED

20 9/19/2018 Lessons Learned: Delays in the execution of the Armaments programs are cause by: Difficulties in delivering process – requested timeframe vs. requested parameters Operational requirements not correlated with similar products already on the market or in different development stages Reassessments of the endowment priorities generated by the insufficient funds During the development and the execution of the armaments programs a number of shortcomings were reported, as shown on the slide. Some providers faced difficulties to deliver the products with required parameters in time becouse of the unefficient coordination among different contractors engaged to develop the same product; There were situations when the operational requirements were settled at to high standards, not correlated with similar products existing allready on the market or in different stages of development. This generated additional research-development stages (on the beneficiary’s spendings) and an increase of the execution period of the programs; Last but not least, the limited funds allocated to sustain the armaments programs determined periodical reassesments of the priorities followed by transfers of money from a program to another or even the delay of some of them. 19 September 2018 ROMANIA UNCLASSIFIED ROMANIA UNCLASSIFIED
