13 Designing transnational calls
Step 4 Design Designing transnational calls CF (general terms of reference - ToR/framework for the calls, TN, online platform). EU-level ESF Transnational Platform serves ONLY as facilitator for transnational activities, it issues recommendations, IT DOES NOT HAVE A MANDATE TO INTERFERE IN THE PROCESS OF DESIGNING CALLS IN MSs. MS launch their transnational calls in one or more themes from the CF in the agreed timeframe incorporating the general ToR in their own way according to their national rules and regulatiorns. MSs are free to launch transnational calls in the themes of their choice and are not bound by any common commitments. CF Flexible approach EU level national / regional level

Aim of the call and theme Amount of financing, timeframe National/regional-specific requirements for projects (qualitative and quantitative) Requirements regarding transnational actions Transnational Cooperation Agreement (TCA) template The transnational call should include:

15 Question 1: How can the subthemes be defined? Is it better to specify the subthemes for the call or leave it open? Question 2: How to agree on the common timeframe? How far in advance do we need to set the deadline? Shall we specify the duration of the projects? Question 3: What main outputs and outcomes are expected from Swedish and Polish calls? What would you expect from this call in your country? Question 4 - Eligibility of costs of transnational actions: What are the difficult issues? Can we establish simplified costs options for certain types of activities, e.g. internships, flat-rate for travel and/or stay abroad (which would also require setting up standards)? Question 5 - Social innovations: What is your attitude to social innovations? Do you want to incentivise it? How would you measure it?

Discussion points: What aspects of projects should be assessed (e.g. relevance, feasibility, sustainability, innovation etc.)? How to assess added value of transnationality? How to assess the credibility of the transnational partner? How should projects be monitored (quality? spending?) How do you do final evaluations?
