4. Indiana Public Safety Commission (2001)
The IPSC believes that public safety
agencies must be able to effectively communicate at all governmental levels
between all disciplines. Many local, state and federal agencies share in this
belief; but the IPSC has the plan and has already begun implementation of an
interoperable communications network on a statewide basis.

5. Indiana Public Safety Commission (2001-8)
The IPSC plan for interoperable communications is based upon an 800 MHz radio platform.
Towers were constructed statewide and individual agencies assigned talk groups that they used to develop interoperable communications within their agency.

6. Indiana Public Safety Commission (2001-8)
The 800 MHz implementation was very successful and has provided a standard for interoperable communications. We currently have:

41,483 users
2,216 talk groups

19. Our Solution - IPICS
Each agency or jurisdiction locally manages its own communications resources, including networks and devices.
Agencies can stipulate which resources they will share with other agencies during emergencies and routine operations, based on governance and local policy needs.
Provides for the preservation of organization and ownership boundaries!

20. Proof of Concept
Decided to integrate IPICS into our statewide SNS exercise. The following participated

IPICS operated flawlessly and exceeded expectations of participants
We set up individuals in advance and on-the-fly
Management of the environment using IPICS software was very effective
Network impact was minimal and was less than expected
There was immediate acceptance of the system
As a result of the exercise, we made the decision to make IPICS a production system
