Water is facing challenges as never before: population, water quantity and quality, climate change and dwindling finances Climate change influences water resources and water management contributes to global warming Economic water scarcity rather than physical water scarcity is a World extended problem Critical relationship between water and energy should be dealt to improve water management New tools as life cycle assessment and virtual water/water footprint have to be used to optimize water policy decisions 16/09/2018 Joint Programming Iniciative

22 December 2000: Water Framework Directive (WFD) was published in the official Journal of the European Communities. The Directive sets out a framework for the analysis, planning and management of water resources at river basin scales, with a major objective: to achieve a "good water status" for all waters by the year 2015. The purpose of the Directive is to establish a framework for the protection of freshwaters trying to prevent future deterioration. It also tries to protect and enhance the status of ecosystems (aquatic, terrestrial and wetlands); to promote sustainable water use; to reduce pollution and to contribute to mitigation of floods and droughts. 16/09/2018 Joint Programming Iniciative

ADDED VALUE Development of scientific, technological, economical and social tools to foster efficiency in water allocation, internalization of externalities and sustainable management patterns of water uses Improvement of information on water availability and demand and their vulnerability to increased risk and uncertainty associated to expected variability. Improvement of information on the effects that different activities have on water demand, water resources availability, use and quality. BENEFITS (I) Water management (availability, optimization of uses and quality) will conduct to an optimized and lower treatment prices, enhanced health and better quality of life. To lower or avoid desertification and flooding risks. Future of many businesses depends upon the sustainability of water resources. Research will provide criteria for protecting and restoring the biological, physical, and chemical integrity of water resources in Europe. 16/09/2018 Joint Programming Iniciative

BENEFITS (II) Scientific approaches for protecting drinking water sources, will produce and distribute safer drinking water, managing health risks associated with exposure to waterborne contaminants and promoting safety and sustainability of water resources and water infrastructure. Disasters such as floods from rainfall exceeding the capacity of water channels and droughts should hurt less the economies, which will be better prepared to cope with such disasters. Industrial countries are learning the enormous costs associated with restoring essential ecosystems. 16/09/2018 Joint Programming Iniciative

BENEFITS (III) The combination of knowledge and technologies will reduce consumptive water use, increase water conservation and improve environmental standards while maintaining Europe’s food safety. Agricultural productivity is being leveraged by drip irrigation and maintained by soil fertility and conservation techniques. Water supplies are being enhanced in many countries through innovative wastewater treatment and reuse techniques. Advances in technologies and energy efficiency can make desalination an economic option for water supplies in coastal cities 16/09/2018 Joint Programming Iniciative

The JPI approach, rather than any other existing European mechanisms, is the most appropriate mean to facilitate collaboration at European level.
