2 Undergraduate enrollment is down at UHM and UHH, and growth is slowing at UHWO
We are all aware of the declining enrollments in the last several years. West Oahu has continued to see increases but at much lower rates of growth.

3 Transfers are a large share of new entrants to UH 4-years
Students Starting at a UH 4-year¹ and Transfers² Fa16/Sp17 Looking at enrollment of new entrants over both fall and spring, we can see that transfer students are more than half of new enrollments at all 4 year campuses. For West Oahu is it 75%. Native students on this chart are first time students at the 4 year campuses. Note: Enrollment of transfer students tend to be large in Spring while enrollment for First time students relatively small. So the combined fall and spring looks different from just fall. ¹ Students entering as first time freshmen; excludes unclassified students. ² UHCC transfers are students who were home-based at a UHCC anytime prior to transferring. Transfers include classified and unclassified students.

4 Only two campuses met performance-based funding goals for transfer

6 But, among the 2014 group, only 8% transferred to a UH 4-year and 3% transferred to a non-UH 4-year within 3 years ¹Indicated Interest in Transfer 73% But after 3 years, on 8% actually transferred to a UH 4 year and another 3% to a non-UH 4 year. 7 UHCC transfers to UH 4-years are flat while transfer to other 4-years increased
In the past fall 2016 and spring 2017, the growth of UHCC transfers to non UH 4 years increased. At the same time, transfer to UH four years remained flat. ¹ Unduplicated counts. UHCC transfers are students who were home-based at a UHCC anytime prior to transferring. Transfers include unclassified and classified students.

9 UHCC transfers¹ have high first year retention rates compared to students starting at a UH 4-year² First Year Fall-to-Fall Retention Rates UH Mānoa Starting at UHM Transfer UHCC Transfer Non-UHCC UH Hilo Transfer UHCC Starting at UHH Transfer Non-UHCC UH West O‘ahu There seems to be a prevailing notion that UH CC transfer students do not do well but their first year retention rates are comparable if not higher than those of native students. Non UH CC transfer students have much lower retention rates and may be the reason that transfer students are perceived as not doing well. 10 UHCC transfer students have better graduation rates

Similarly 4 year grad rates for UH CC transfer students are comparable if not better than 6 year grad rates for Native Students. Here again, we see that grad rates for non UH CC transfer students are lagging. ¹ Excludes unclassified students.

14 Summary Transfers are a critical enrollment component
At our 4-years, transfers comprise a larger population than those who started at the 4-years UHCC transfers make up a large portion of new entrants – more than a quarter at Mānoa and Hilo and more than half at West O‘ahu UHCC students plan to transfer, but few actually do (in 3 years) Of those who transfer, an increasing number go elsewhere
