1 Chapter 8 in Review Main Idea: Government officials realize the Articles of Confederation are to weak to govern the country as a whole. America struggles to find an effective way to govern the country.

2 Wilderness Road What is it?
The road constructed by Daniel Boone and his men, it connected the eastern portion of the Country to Kentucky Why is this important? Settlers were heading into the area for the rich land of the Kentucky River Valley (relatively small numbers of Native Americans living in the area also made the region inviting)

3 The Articles of Confederation
National Powers Wage war Make peace Sign treaties Issue money State Powers Set Taxes Enforce laws Control western lands Have 1 vote in congress Weaknesses: Could not solve national problems like debt because it lacked the ability to enforce laws, levy taxes, and regulate trade.

4 The northwest ordinance & territory
The surveying and establishment of plots for townships in the western lands gained at the end of the war. The lands of the Northwest Territory include: Ohio, Indiana, Michigan, Illinois, Wisconsin and part of Minnesota The Ordinance- formulated how the territory would be governed and apply for statehood. Why its important: Established settlers rights : religious freedom, trial by jury, freedom of river navigation and a ban on slavery. It set a pattern for orderly growth of the United States.

5 Shay’s Rebellion IMPORTANCE
Government realized that armed uprisings spelled TROUBLE for the country. The national government needed to be strengthened.

6 Creating the constitution
2 opposing plans Pressing issues Virginia Plan New Jersey Plan THE GREAT COMPROMISE- Senate gives each state equal rep. Legislator has 2 houses House of rep is based on population Slavery- 3/5 Compromise Slave trade would not be banned until 1808 Trade National government would regulate trade

7 Opposing Sides Federalists More power to the national government
Branches of government Single person to run executive branch Anti-federalists States retain power Legislative branch retains more power than executive Feared tyranny Believed in a Bill of Rights Federalism: A system of government in which the power is shared between the central government and the states.

8 Ratification and the bill of rights
How was the constitution ratified? It was sent to the states where they had their own debates and conventions before passing the document. What is the Bill of Rights ? The first 10 amendments to the Constitution- designed to protect the peoples rights Why was it added? It was added to guarantee rights not expressed in the Constitution- this guaranteed was needed in order to get enough votes for the constitution to pass .
