3 1. Introduction

4 background On 26 November 2015, the AEMC made a final rule that will open up competition in metering services. On 17 December 2015, the AEMC made a final rule to reduce the barriers to embedded network customers accessing retail market offers. On 17 March 2016, the AEMC made the final rule change for Meter Replacement Processes. The new arrangements, which will commence on 1 December 2017, have required changes to the National Electricity Rules (NER) and the National Electricity Retail Rules (NERR). The changes to the NER require that AEMO and the IEC amend existing procedures and that AEMO create new procedures.

5 background AEMO has structured these procedure changes into three work packages, with consultation to be completed by the following timelines: 1 September 2016 (Work Package 1) 1 March 2017 (Work Package 2) 1 December 2017 (Work Package 3 – As Built) Consultation for WP1 commenced on 22 April 2016, and the WP1 final determination was published on 31 August 2016. Consultation for WP2 commenced on 10 October 2016, and the WP2 final determination was published on 28 February 2017.

6 Scope WP3 is the As Built Package, and it will be limited to the following: Making “As Built” changes to procedures. Making clarifications or corrections to the procedures within the scope of POC related changes. WP3 will not introduce new features or functionality to procedures. Similarly to the approach for WP1 and WP2, AEMO will seek to make changes that are consistent with the procedure framework design: Consolidate and clarify Remove duplication and format consistently Meet the requirements of the NER Structured to create flexibility in the future

9 WP3 Consultation timeline
The WP3 consultation will be conducted in accordance with the consultation procedure under clause 8.9 of the NER. Date Milestone 12 April 2017 AEMO publishes Notice of First Stage Consultation 2nd June 2017 Submissions close for First Stage of Consultation 3rd July 2017 AEMO publishes Notice of Second Stage Consultation (Draft Determination) …. 30th November 2017 AEMO publishes Final Determination 33 business days 20 business days

10 Approach AEMO is aiming to start the consultation as early as the 12th April 2017 to inform participants as early as possible of changes identified in procedures which may affect their business and system processes. AEMO is yet to determine the consultation dates between publishing the draft determination on 3rd July 2017 and publishing the final determination by 30th November 2017, this will depend on the following: Status of industry testing Transition & cutover plan Market trial Other readiness activities

11 Approach Industry participants will continue to be informed on the progress of POC-PWG at the Retail Market Consultative Forum (RMCF). Unless otherwise advised, POC meetings will be based on dates already highlighted in the AEMO 2017 Industry Meeting Schedule. AEMO will send all POC-PWG meeting invites and communications via the Power of Choice mailbox

12 TOPIC 1: embedded network (EN) information
Proposed solution Current the LNSP provides to AEMO the following via an template: Embedded Network Code Description of the embedded network (up to 50 characters long). Locality, postcode and state of the embedded network. Start date of the embedded network. AEMO proposes the following fields to be added to this transaction: The EENSP of the embedded network The TNI Code of the Parent NMI The DLF Code of the Parent NMI

13 TOPIC 2: MSATS - extinction of nmi
Requirement: Determine the NMI status code assigned to the NMI when a connection point moves from a LNSP network to an embedded network and vice versa. Why?: Decision has been made as part of WP2 to extinct the NMI when a connection point moves from the LNSP network to an embedded network. Proposed solutions: Use existing code of “X” but modify its definition: “Applies when the network connection has been permanently removed from the connection point. Under this condition the existing NMI will not be reallocated to any other connection point in the future. A NMI with this status can never be transferred.” Or Create a new code (i.e. ‘T’) for this specific scenario.

14 TOPIC 3: MSATS - Review of CR1500 within Change Role Change requests
Review the inclusion of CR1500 which has been added to the following change role CRs as part of Work package 1: CR6200 – Change MDP CR6300 – Change MC CR6700 – Change MPB and/or MPC CR6800 – Change Multiple Roles Reason for review: Participants feedback to AEMO suggests the inclusion of CR1500 in CR6300 may cause market process issues.
