5 General Objective To practice security staff in the screening of the documentation for cargo entering the Port Facility

6 Specific Objectives To practice the thorough checking of documents for cargo entering the Port Facility To practice security staff in the conduct of checks on vehicles entering the Port Facility To enhance the security awareness of threats to the Port Facility Meet or better the specified compliance benchmark for this drill

7 Required Attainments Security staff will be able to: Apply the procedures for the screening of vehicles entering the Port Facility Check the documentation for cargo entering the Port Facility Detect anomalies in cargo documentation

10 Scenario Cargo delivered to a ship at a Port Facility should undergo several security checks Security checks should be performed efficiently to expedite the cargo handling process Port Facility security staff are expected to verify cargo documents conscientiously

11 Controller Mission Two cargo trucks will attempt to deliver cargo with deficient accompanying documentation

12 Controller Tasks Driver 1: To attempt entry with wrong documentation, i.e. bill of lading for a different cargo Driver 2: To attempt entry with incomplete documentation i.e. missing bill of lading

13 Controller Tasks Carry the “Letter of Identification” and tender it if harassed

18 Safety Physical safety of personnel is paramount
There is to be no physical contact between participants and controllers acting as intruders, etc. Security staff are not to use abusive language when talking to controllers acting as “intruders” Do not neglect the safety of equipment
