5 General Objective To practice port security staff in the screening of items being brought into the Port Facility

6 Specific Objectives To test the vigilance of security staff in detecting suspicious items To practice security staff in the conduct of checks on bags and other personal belongings of personnel entering the Port Facility To enhance the security awareness of threats o the Port Facility Meet or better the specified compliance benchmark for this drill

7 Required Attainments Security staff will be able to: Apply the procedures in the Port Facility security instructions for the screening of personal items being brought into the Port Facility Detect suspicious items in the personal belongings of personnel entering the Port Facility Take the appropriate action on suspicious items

10 Scenario A disgruntled mechanic at the Port Facility who was recently disciplined by his supervisor has decided to take revenge by setting fire to the machine shop A shipping agent’s representative acting on behalf of a member of a ship’s crew tries to deliver a dagger to a seaman on board

11 Controller Mission Mechanic: To sabotage his workplace as an act of revenge Ship agent representative: To deliver a dagger to a member of the ship’s crew

12 Controller Tasks Mechanic:
To bring a flammable substance to the workplace in order to start a fire To bring lighter fluid as it can be explained as being for a cigarette lighter To carry the lighter fluid in a haversack, along with other personal effects

13 Controller Tasks Ship agent representative : To deliver a dagger to a member of the ship’s crew The dagger is to be included among other items in a parcel

14 Controller Tasks Carry the “Letter of Identification” and tender it if questioned

19 Safety Physical safety of personnel is paramount
There is to be no physical contact between participants and controllers acting as intruders, etc. Security staff are not to use abusive language when talking to controllers acting as “intruders” Do not neglect the safety of equipment
