4 Eligibility Requirements
Must be a CDBG Eligible Activity Must meet a National Objective Benefit to low & moderate income Prevention/eliminate blight Meet an urgent community need (Not eligible for the purpose of this RFP process)

Provide self-sufficiency and quality of life for those who need help. 5. Create a safe and effective transportation network that keeps pace with demand. 6. Provide reliable, cost-effective, secure infrastructure that minimizes environmental impacts.

7 CDBG Eligible Activities
Acquisition of Real Property Public Facilities and Improvements Public Services Housing Rehabilitation Special Economic Development Infrastructure Façade Improvements Homeownership Counseling * Not all activities are noted

8 Public Services Public Services must be a new service or expanded service Minimum request is $30, Maximum request $100,000 Provision of public services ( including labor, supplies and materials), including but not limited to the following: Senior Services Health Services Child Care Youth Services Crime Prevention Fair Housing Counseling Employment Training Handicapped Services Transportation Services Other Public Service Needs

Political activities, Income payments Construction of new housing Operating and maintenance expenses Furniture/Equipment *May include other activities.

10 Examples of Projects Area benefit activities - water, sewer, sidewalks
- neighborhood improvements such as a park Limited Clientele - housing for specific group ( disabled, youths at risk, domestic violence clients, etc.) - services for specific group ( homeless, seniors, etc.) Housing activities - transitional shelters- considered a public facility - convert non-residential to permanent housing

19 Application Process Two-phased process for external applicants
Preliminary Approval Supplemental information may be requested Presentation to Evaluation Committee Additional information necessary for final approval Deadline for submitting additional information

Signed W-9 if not on file or signer’s have changed

21 Funding Process Notification - Mid Summer.
No funds are to be spent until the environmental review is complete and the funding agreement is fully executed Funds available October 1st Only an executed County Agreement approved by BOCC is a firm commitment of funds.

22 Subrecipient Technical Assistance
Required Participation in a Technical Assistance Workshop One-on-One Technical Assistance Often results during monitoring visits. Subrecipient may request.

24 Quarterly Reports Contract Requirement
Allows staff to monitor program & financial performance Helps to identify performance or compliance problems early Required regardless of the level of activity Project accomplishment data is required in IDIS to report both the progress and completion of an activity

25 What is Monitoring? A system of measures and procedures that:
Supports compliance with State & Federal Regulations Assures correction when non-compliance is identified Drives and supports the department and the organizations efforts for improved results.

26 Monitoring Two Methods of Monitoring
Desk – project information is requested and reviewed in hose to ensure it is complete and accurate. Internal & Onsite – review of program and financial records, files, supporting documentation, policies and procedures.

27 Environmental Assessment Process
Environmental Review Records Exempt or Excluded Activities Must be completed before the funding agreement is approved and any work begins on the Project

28 Labor Relations Davis Bacon Act requires the payment of prevailing wage rates (as determined by the US Dept. of Labor) to all laborers and mechanics on Federal government construction projects. Construction includes alteration, new construction, demolition, rehabilitation and/or repair of federally supported projects. CDBG Expenditures over $2,000

29 Labor Relations Section 3 Act requires that low income wage earners be considered for any new hiring on projects over $100,000. Both Acts requires semi annual reporting of contractors on the site. Certified Payrolls are required weekly for construction projects.
