21 Penalties – What to Note
The Committee on Infractions gives the NCAA enforcement staff authority to: Process Secondary/Level III cases; and Impose appropriate penalties using case precedent. Any penalty imposed by the staff is the "minimum threshold" penalty for that violation. 2017 NCAA Regional Rules Seminar

22 Elements of an Appropriate Penalty
Appropriate area Beyond advantage gained Involved sport program and individual Penalties should: Affect the area in which the violation occurred (e.g., financial aid violation = financial aid penalty); Be designed to affect the involved sport program, not just the involved individual; and Go beyond just eliminating the advantage (e.g., two-for-one).
